台灣近年來歷經家庭結構與社會變遷，高齡化與少子化導致人口結構失衡，新興的社會問題開始浮現，如長照需求日增，貧富差距日益擴大，青年人口面對貧窮化等問題。面對社會變遷所帶來的影響，政府必須提出相關政策予以回應。社會政策的推動將直接影響社會服務輸送，社工必需具備社會政策與立法相關知能。該課程目的在於使學生瞭解社會政策背後之運作思維與意識形態以及政策制定過程，並進一步思考社會工作者在社會政策制定過程中所扮演的角色。本課程介紹社會政策基本概念與發展，價值與意識形態，政策制定過程以及福利國家發展與形態。此外將分別介紹國內重要社會福利政策，包括兒童，婦女，老人以及身心障礙者等相關政策與立法，使同學對於各個領域社會政策與內涵有基本認識與瞭解。

Taiwan has experienced family structure and social changes in recent years. Aging and low birthrates have led to an imbalanced population structure. Emerging social problems have begun to emerge, such as the increasing demand for long-term care, the widening gap between rich and poor, and the impoverishment of the young population. Facing the impact of social changes, the government must respond with relevant policies. The promotion of social policies will directly affect the delivery of social services, and social workers must have knowledge related to social policies and legislation. The purpose of this course is to enable students to understand the operational thinking and ideology behind social policy and the policy-making process, and to further think about the role of social workers in the social policy-making process. This course introduces the basic concepts and development of social policy, values ​​and ideologies, policy-making processes, and the development and form of the welfare state. In addition, important domestic social welfare policies will be introduced, including policies and legislation related to children, women, the elderly, and people with disabilities, so that students can have a basic understanding of social policies and connotations in various fields.
