（一）課程目標
本課程分成「地方自治」、「地方組織」、「地方政治」、「地方治理個案」等四個主題，主要目的有二：其一，協助學生瞭解地方自治、地方行政與立法組織、地方政治的基本概念及實務運作；其二，透過個案討論，培養學生對於地方政府、地方自治相關議題的基本分析能力。

（二）教學方式
講述法、討論法、專題研究 1、大學部課程以授課教師講述為主，以建立學生紮實的知識基礎。 2、本課程要求每位同學必須課前對於該週指定教材的內容詳細研閱、上課時充分參與討論、課後深入思考。 3、學期中擬安排乙次學者專家或實務翹楚進行專題演講，以擴大學生視野。

(I) Course objectives
This course is divided into four topics: "local autonomy", "local organization", "local politics", and "local governance case". The main purposes are two: First, to help students understand the basic concepts and practical operations of local autonomy, local administration and legislative organizations, and local politics; second, through case discussion, cultivate students' basic analytical ability to discuss issues related to local governments and local autonomy.

(II) Teaching methods
Lecture method, discussion method, and topic research 1. The course of the university department mainly teaches lectures by the teacher to establish a practical knowledge foundation for students. 2. This course requires each student to conduct detailed research on the content of the designated textbooks for that week before class, fully participate in and discuss during class, and think deeply after class. 3. During the middle of the study period, the experts or practical students of the B are arranged to conduct special lectures to expand the students' vision.
