教育目標 Course Target

本課程旨在帶領同學進入公共管理學科理論與實務殿堂,提供學生有關公共管理基礎概念、政治管理、方案管理及資源管理的知識。
本課程第一部份,將討論公共管理、新公共管理、新公共服務等發展背景與相關理論,期望賦予學生清晰的公共管理基礎概念。
第二部分則分別介紹標竿學習、績效管理、目標管理、策略管理、公私協力等管理工具與方法,探討這些管理工具在公部門的運用情形與可能面臨的限制。

This course aims to lead students into the science and practice hall of public administration, and provide students with knowledge about basic concepts of public administration, political management, program management and resource management.
The first part of this course will discuss development backgrounds and related theories such as public management, new public management, and new public services, and hope to give students clear basic concepts of public management.
The second part introduces management tools and methods such as rod learning, performance management, goal management, strategy management, and public-private cooperation, respectively, and explores the usage situations and possible limitations of these management tools in the public department.
