(一)課程目標
本課程為公共行政研究的基礎入門課程,當代政府行政的績效表現,無時不影響著民眾的生活品質,因此行政學實為經世致用之學。希冀藉由本課程的學習,可使同學們能瞭解行政的理論意涵及當代公民生活與行政密不可分的關係,並期能提供同學們關心及瞭解政府公共行政如何運作;以及政策執行中行政機關及公務人員應有的角色扮演與定位;並增益同學們未來如擬參加相關國家考試,所應具備的基本學能。
(二)教學方式
本課程主要為課堂講授、同學報告與討論,並要求每位同學必須課前對於該週指定的內容詳細研閱、上課時充分參與討論、課後深入思考。
(三)其他說明
本課程上學期以中文書籍與教材為主,以建立學生基礎概念,並以國家考試為導向;下學期以英文教材(Shafritz, Jay M., E.W. Russell and Christopher P. Borick. Seventh ed. 2011. Introducing Public Administration. Boston: Lognman.)為主,以培養學生研究及原文書閱讀能力,並以學術為導向。
(I) Course objectives
This course is a basic introductory course for public administration research. The performance of contemporary government administration does not affect the quality of life of the people at any time. Therefore, administrative learning is actually a practical learning throughout the world. It is hoped that through the learning of this course, students can understand the theoretical implications of administration and the inseparable relationship between contemporary civic life and administration, and provide students with care and understanding of how government public administration works; as well as the role-playing and positioning that administrative agencies and public personnel should have during policy implementation; and to enhance the basic skills that students should have if they take relevant national exams in the future.
(II) Teaching methods
This course is mainly for class lectures, student reports and discussions, and each student is required to conduct detailed research on the content designated for that week before class, fully participate in and discuss during class, and think deeply after class.
(III) Other explanations
The first period of this course is mainly Chinese books and textbooks, to establish basic student concepts and to guide national exams; the next period is mainly English textbooks (Shafritz, Jay M., E.W. Russell and Christopher P. Borick. Seventh ed. 2011. Introducing Public Administration. Boston: Lognman.), to cultivate students' research and reading skills in original textbooks, and to guide academics.
行政學就是介紹公共行政這個研究領域的入門課。公共行政是研究和探討有關公部門活動應然面(ought to be)和實然面(what it is)的知識。所以行政學這門課是淺易而廣泛的介紹在社會中政府所扮演的角色、具備的功能、呈現在外的活動、以及吾人思考與觀察的角度。
Administration is an introductory course introducing the research field of public administration. Public administration is the research and exploration of knowledge about the activities of public departments. Therefore, the course in administration is a simple and extensive introduction to the role of the government in society, its functions, present activities, and the perspectives of our thinking and observation in society.
