比較政治（comparative politics）是政治科學中重要的次領域之一，也是跨越多種學科的研究，例如社會學、法律學、經濟學等。因此，比較政治中的重要理論與關心的主題，很容易相互重疊，甚至彼此衝突。至今尚無宰制性理論（dominated theory）可以權稱代表比較政治的核心理論。比較政治的研究，依據性質與主題的不同，有兩種研究取向：一個是較為宏觀且抽象的比較政治、一個是較為微觀且具體的比較政府。比較政治則是依據主題，再從不同個案中建立中、高層次的理論。比較政府則是以區域或國家為對象，討論不同區域或國家的政治，尤其著重制度比較。本課程的內容據此分為兩大部分，分別介紹比較政治（第一學期）與比較政府（第二學期）。本課程將彙整幾個重要的主題，討論當代比較政治的重要議題，希望幫助同學對比較政治建立一個較為巨觀的視野。

第一學期主要的議題包括：比較政治的總體理論研究、方法論介紹、國家中心與社會中心理論、政治暴力、政治經濟、依賴理論、發展型國家模式比較、民主與威權、民主化…等。

第二學期則以比較政府為主，包括政治制度研究、比較憲政制度（總統制、議會制、半總統制等）、制度設計與民主、比較選舉制度、比較政黨體系、政黨與政府組成…等。

Comparative politics is one of the important sub-regions in political science and is also a research spanning a variety of subjects, such as society, law, economy, etc. Therefore, it is easy to relate to important theories and topics of concern in politics, or even conflict with each other. To this day, dominated theory can be authorized to represent the core theory of comparative politics. Compared political research, depending on the nature and theme, there are two research orientations: one is more macro and abstract relatively political, and the other is more micro and specific relatively government. Comparative politics is to establish medium and high-level theories based on the topic and then from different cases. The comparison government uses regions or countries as its target, discusses the politics of different regions or countries, and focuses especially on institutional comparison. The content of this course is divided into two parts, which introduces comparative politics (first period) and comparative government (second period). This course will cover several important topics and discuss important issues of contemporary political comparison, hoping to help students establish a more impressive vision in comparison politics.

The main topics in the first period include: general theory research on comparative politics, methodological introduction, psychological theory of national centers and social centers, political violence, political economy, theory-based theory, development-based national model comparison, democracy and authority, democratization, etc.

The second period will focus on comparing the government, including political system research, comparing political systems (council system, congress system, semi-council system, etc.), institutional design and democracy, comparing the system, comparing the political party system, political party and government organization... etc.

本課程內容主要在介紹當今主要國家的政府與政治體制，其中包括工業化民主國家英國、法國，德國、日本等；共產及後共產國家俄羅斯、中共等；以及開發中國家印度、墨西哥等。藉由比較這些國家的政府體制（行政、立法、司法、文官）與政治體制（政黨、利益團體）上的差異，以及實際政治（政治參與、政治引用、政府決策）運作上的不同，來說明影響政府體制及其實際政治運作的原因為何，以期學生具備相關的政治知識，分析判斷與公共服務的能力。

The content of this course mainly introduces the government and political systems of major countries today, including industrialized democratic countries Britain, France, Germany, Japan, etc.; communist and post-communist countries Russia, the Communist Party, etc.; and developing China India, Mexico, etc. By comparing the differences in government systems (administrative, legislative, judicial, civil servants) and political systems (political parties, interest groups) in these countries, as well as the differences in operations of actual politics (political participation, political citation, government decisions), we will explain the reasons for affecting the government system and its actual political operations, so as to hope that students can have relevant political knowledge and analyze and judge the ability to public services.
