本課程係藉由師生共同閱讀文本資料，老師講解方式進行課程內容的傳授。課程主要目標在培養學生瞭解城市競爭力與治理概念，掌握一個城市要提升其城市國際競爭力，除了對內透過如活化產業經濟、創造宜居環境、高效率的城市治理等手法來解決城市發展所面臨的問題，使城市在全球化競爭的態勢下取得優勢，對外則需在特殊領域上，發揮其節點功能，提供一定特性的服務，清楚地確認城市之定位，形成與鄰近城市或其他國際城市以優勢為基礎，達成既競爭又合作之關係，更可刺激自己的成長與學習，藉以提升城市的國際競爭力。課程內容著重在四項都會治理議題：都會民主、城市治理與氣候變遷、城市治理與城市競爭力、都會發展上的科學園區選址、公共運輸系統、災難管理失能、以及水資源調度管理等4項議題的探討，從理論與實務面，來分析台灣都會治理制度的建立。此外尚包括有：城市發展的議題與未來城市走向、城市競爭力指標、創新區域與創意城市、智慧城市、韌性城市、生態經濟都市、地方創生與城市經濟等主題。學習本課程之目的在於讓學習者能瞭解各國城市發展與城市治理的經驗，以做為台灣縣市合併後各直轄市與縣市發展方向的參考。This course is taught by teachers and students to read text information together, and teachers explain how to teach course content. The main purpose of the course is to cultivate students to understand the concept of urban competition and governance, and to master the need for a city to enhance its urban international competition. In addition to solving the problems faced by urban development through methods such as revitalizing industrial economy, creating a livable environment, and efficient urban governance, so that cities can take advantage of the global competition. To get the advantage, the external needs to develop its functions in special areas, provide services with certain characteristics, clearly confirm the positioning of the city, form a relationship based on advantages with neighboring cities or other international cities, and achieve a relationship that is both competitive and cooperative, and can also stimulate your own growth and learning, thereby enhancing the city's international competitiveness. The course focuses on four issues of the governance of the metropolitan society: urban democracy, urban governance and climate change, urban governance and urban competition, scientific park selection in the development of the metropolitan society, public transportation system, disaster management and disability, and water resource concentration management, and analysis of the establishment of the Taiwan metropolitan society governance system from the perspective of theory and practice. In addition, it also includes: urban development issues and future urban trends, urban competition indicators, innovative areas and creative cities, smart cities, civilized cities, ecological economic cities, local entrepreneurship and urban economy and other topics. The purpose of learning this course is to enable learners to understand the experience of urban development and urban governance in various countries, so as to serve as a reference for the development direction of each direct city and county city after the merger of Taiwan County.
根據聯合國統計，2008年全球人口中， 城市人口所占的比例已超過50%，人口由鄉村移往城市的浪潮方興未艾。全球化趨勢與創新技術的發展，加速了全球經濟網絡的鏈結，跨越國界的商業行為與城市競爭，成為二十一世紀全球城市發展所必須面對的共同挑戰，因此如何提升城市國際競爭力遂成為本課程教學的主要標的。

According to the United Nations Statistics, in 2008, the proportion of urban population in the global population exceeded 50%, and the wave of population moving from villages to cities was in full swing. The development of globalization trends and innovative technologies has accelerated the linkage of global economic networks. Business behaviors across the world and urban competition have become a common challenge that must be faced in the development of global cities in the 21st century. Therefore, how to enhance the international competition of cities has become the main standard for this course teaching.
