Social Policy Analysis

教育目標 Course Target

本課程係「社會福利政策研究」之進階安排,希望在前述基礎上,增進博班學生從事社會政策分析方法掌握、批判思考、論述分析能力,促使學習者能夠辨識、省察政策過程中所觸及諸如政治脈絡、政策目標、政策問題、政策工具等各面向中的重要議題。並成為反思社會工作者、社會工作專業價值、與在地脈絡。

This course is an advanced arrangement of "Social Welfare Policy Research". It is hoped that on the basis of the above, it will enhance the mastery of social policy analysis methods, critical thinking, and argumentative analysis abilities of PhD students, and enable learners to identify and examine important issues involved in the policy process, such as political context, policy goals, policy issues, policy tools, etc. And become a reflective social worker, the value of the social work profession, and the local context.

課程概述 Course Description

社會政策是政府落實福國利民的基本框架,然而如果從「政策」的面向來說,政府的為與不為皆可視政策,
也因此,究竟那些「內容或策略」是政府表明欲為,那些是隱而未言,是本課程的第一個欲理解議題。
其次,本課接續想探討的是,在為與不為間的擇選理據與哲學基礎為何。最後,本課程想瞭解的是,
不同的選擇下所造成的實然與應然的後果及其影響為何。本課程期待透過,
政治的、社會的、歷史的及經濟的分析角度來理解,社會政策(特別臺灣)目前的特徵與挑戰,及未來可能的發展方向。

Social policy is the basic framework for the government to implement the welfare of the country and the people. However, from the perspective of "policy", the government's actions and inactions can all be regarded as policies.
Therefore, the first issue in this course is to understand which "contents or strategies" the government has stated it intends to do and which ones it has not said.
Secondly, what this lesson wants to explore next is the rationale and philosophical basis for choosing between doing and not doing. Finally, what this course wants to learn is,
What are the actual and expected consequences of different choices and their impact. This course is expected to pass,
Understand the current characteristics and challenges of social policy (especially Taiwan) from political, social, historical and economic analysis perspectives, as well as possible future development directions.
