本課程將以民主治理為出發點，首先，透過概念的釐清與理論的講授，確立學生對於地方治理的基本觀念；其次，藉由國外實際案例，探討公私協力夥伴關係、府際關係、府會關係、以及多層次治理等相關議題，以瞭解地方治理的實務運作與課題；最後，學生以期刊論文寫作之方式撰寫期末報告，期將理論與實務雙方結合並內化。希冀透過此課程之介紹，得以充實學生的地方治理知識，進而培養地方自治人才。

This course will take democratic governance as the starting point. First, through the clearing of concepts and the teaching of theoretical discussions, students' basic concepts on local governance will be established; second, through international cases, we will explore the relationship between public and private cooperation and government relations. and to understand the practical operations and courses of local governance; finally, students write final reports in the form of journal writing, combining and internalizing theoretical discussions and practices. We hope that through the introduction of this course, we can enrich students' local governance knowledge and cultivate local autonomous talents.
