在全球化及多元文化高度滲透的今日，國與國或公與私的界線已日趨模糊，為因應此一趨勢，本課程的討論範圍將不僅限於國家、政府、議會、政黨等固有的公部門領域，也會將觸角延伸至歷史、社會、經濟、媒體、教育、家庭、社區等的政治周邊領域。
