教育目標 Course Target
貧窮是人力歷史中存在已久的問題,當代社會針對貧窮及其相關問題而發展的社會救助制度,是社會安全網最後的一道防線。在實務中,社會救助以弱勢群體作為服務對象,因此,在所有的服務領域中大都難免接觸社會救助政策,也將面對服務對象的貧窮議題。社會工作者基於服務提供和社會正義等角色,也該有相應的勝任能力。
本課程期望透過討論與講授,使同學瞭解並整理貧窮現象的知識與相關的社會工作概念與技術,未來同學進入社會工作實務職場時,對於相關的制度脈絡、及實務方法有所準備。
課程內容篇章如下:
一、貧窮問題與意識形態
二、社會救助制度的發展
三、當前社會救助實務領域
四、社會救助中的新興議題
Poverty is a long-standing problem in human history. The social assistance system developed in contemporary society to address poverty and related problems is the last line of defense for the social safety net. In practice, social assistance targets vulnerable groups. Therefore, in all service fields, it is inevitable to come into contact with social assistance policies, and will also face the poverty issues of the service recipients. Social workers should also have corresponding competencies based on their roles in service provision and social justice.
This course hopes to enable students to understand and sort out the knowledge of poverty phenomena and related social work concepts and techniques through discussions and lectures. When students enter the social work practical workplace in the future, they will be prepared for the relevant institutional context and practical methods.
The course content chapters are as follows:
1. Poverty Issues and Ideology
2. Development of social assistance system
3. Current practical areas of social assistance
4. Emerging Issues in Social Assistance
課程概述 Course Description
社會救助和社會工作實務緊是密的,社會工作者接觸到的家庭陷入貧窮危機的比比皆是,社會工作者所擬定處遇計畫很難離開經濟扶助。因此,瞭解社會救助成為必修的基本科目,因為社會工作者,必須有基本辨識資源的能力,瞭解誰該得到救助?得到什麼?為何必須具備這個條件?標準為何是這樣制定的?哪些救助政策或方案,是如何用來服務案主。
因此,本課程除幫助學生瞭解貧窮成因與需求、社會救助政策、社會工者的助人理念、脫貧理論外,還包含社會救助政策在實務中運用、分析、討論等,讓學生從課程中所學習到的知識和技能,在未來成為社會工作者時,可以順利將學到的知識與技能,轉換到實務,亦可在執行各項救助時,發現不合時宜或窒礙難行的政策時,可提出倡議、參與政策之制、修訂。
Social assistance and social work practice are closely related. Social workers come into contact with many families who are in poverty crisis. It is difficult for social workers to develop treatment plans without financial assistance. Therefore, understanding social assistance has become a compulsory basic subject, because social workers must have the basic ability to identify resources and understand who should receive assistance? What to get? Why is this condition necessary? Why are standards formulated this way? Which relief policies or programs are used and how they are used to serve clients.
Therefore, in addition to helping students understand the causes and needs of poverty, social assistance policies, social workers’ helping concepts, and poverty alleviation theories, this course also includes the application, analysis, and discussion of social assistance policies in practice, allowing students to learn from the knowledge learned in the course. When you become a social worker in the future, you can smoothly transfer the knowledge and skills you have learned into practice. You can also put forward initiatives and participate in the formulation and revision of policies when you discover policies that are out of date or difficult to implement when performing various rescue operations.
