 進入二十一世紀的台灣,各地興起了老屋再生、空間改造的現象,從台南的古都保存再生文教基金會2008年開始舉辦的「老屋欣力」徵選活動,藉由大眾媒體的宣傳,推廣老屋活化的經驗,到2010年台北都更處推動的「都市再生前進基地(URS-Urban Regeneration Station)」,運用容積移轉的方式,由公部門將老房子加以修復後,再委託給民間單位來經營,或是類似台北市文化局發起的「老房子文化運動」,由市政府取得公有閒置建築物的使用權後,再對外招募民間企業修復經營。這些現象,都說明了經過二十世紀經濟高度成長期,進入二十一世紀的台灣,在都市發展與社會資源積累的運用上,開始有了一種新的轉變。而這個現象在台灣北中南各地也已經悄悄地展開。
 
 2012年一月,台中舊市區綠川邊的宮原眼科正式開幕,為沉寂已久的舊市區帶來了許多人潮,很偶然地,在同樣的時間點上,東海大學建築研究中心接受台中市政府委託,計劃執行的「台中市舊市區再生計畫研究案—臺中市舊市區都市再發展行動計畫」(2012.1~2012.12)也正式啟動,此計劃的特點是執行團隊必須在舊市區中,設立一處駐點空間進行社區擾動的行動方案,也因此,2012年三月,東海大學建築研究中心團隊租用了一處閒置了近十多年的銀行(第一銀行)二樓150坪的空間,重新加以整修改造為台中舊城區的新據點,取名為中區再生基地(DRF Goodot Village),於2012年5月4日正式開幕。開幕當天,除了舉辦計劃工作內容規定的「舊市區再生計畫研討會」之外,並同時舉辦了為期一個月的「中區的過去、現在、未來特展」,藉由團隊收集台中舊市區著名攝影家(林權助、陳耿彬)的老照片、以及日本攝影家淺川敏拍攝眼前的舊市區影像,加上東海建築系四年級學生,以台中舊市區為設計操作範圍,所提出對於舊市區未來發展願景的提案作品,展開了大學教育踏出校園,嚐試與都市再生、社區發展結合的第一步。
 
 其實,在歐美日等已開發國家中,建築活化與都市再生,已經成為都市發展與建築相關專業的普遍課題,而大專院校裡的師生將各種都市議題,做為學習研究以及社會實踐的對象來進行探討也漸漸成為風氣。本課程將以中區再生基地所在的台中舊市區為出發點,透過台灣各地建築活化再生的案例,掌握目前世界各國正在進行的都市再生,同時也對照台灣的都市發展,讓學生們瞭解建築活化與都市再生的時代意義。
 

Entering the 21st century in Taiwan, the phenomenon of old house regeneration and space transformation has emerged in various places. From the "Old House Xinli" selection campaign organized by the Tainan Ancient Capital Preservation and Regeneration Cultural and Educational Foundation in 2008, through mass media publicity, the experience of old house revitalization was promoted, to the "Urban Regeneration Advancement Base (URS-Urban Regeneration)" promoted by Taipei in 2010. Station", using the method of volume transfer, the public sector restores old houses and then entrusts private companies to operate them, or similar to the "Old House Cultural Movement" initiated by the Taipei City Cultural Affairs Bureau, the city government obtains the use rights of public-owned idle buildings, and then recruits private enterprises to repair and operate them. These phenomena all illustrate that after entering the 21st century after a period of high economic growth in the 20th century, Taiwan has begun to undergo a new transformation in the use of urban development and social resource accumulation. This phenomenon has also quietly unfolded in northern, central and southern Taiwan.
 
In January 2012, the Miyahara Ophthalmology Clinic by the Green River in Taichung’s old downtown area was officially opened, bringing a lot of crowds to the long-dormant old downtown area. By chance, at the same time, the Architectural Research Center of Tunghai University was commissioned by the Taichung City Government to implement the “Taichung City Old District Regeneration Planning Research Project—Taichung City Old District Urban Redevelopment Action Plan” (2012.1~2012.12). Officially launched, the feature of this plan is that the execution team must set up a station space in the old urban area to carry out community disturbance action plans. Therefore, in March 2012, the Tunghai University Architectural Research Center team rented a 150-square-meter space on the second floor of a bank (First Bank) that had been idle for nearly ten years, and renovated it into a new base in the old city of Taichung, named it the Central District Regeneration Base (DRF). Goodot Village), officially opened on May 4, 2012. On the opening day, in addition to the "Old Urban Regeneration Planning Seminar" stipulated in the planned work content, a month-long "Special Exhibition on the Past, Present and Future of Central District" was held at the same time. The team collected old photos of famous photographers (Lin Quanzhu, Chen Gengbin) in Taichung's old urban area, as well as Japanese Photographer Toshi Asakawa captured images of the old urban area in front of him, and a fourth-year student from the Department of Architecture in Tunghai used Taichung's old urban area as the design scope to propose a vision for the future development of the old urban area. This was the first step in taking university education beyond the campus and trying to integrate it with urban regeneration and community development.
 
In fact, in developed countries such as Europe, the United States and Japan, architectural activation and urban regeneration have become common topics in urban development and architecture-related majors. It has gradually become a trend for teachers and students in colleges and universities to discuss various urban issues as objects of study, research and social practice. This course will take the old urban area of ​​Taichung, where the Central District Regeneration Base is located, as a starting point. Through the cases of building revitalization and regeneration in various parts of Taiwan, we will understand the urban regeneration currently being carried out in various countries around the world. It will also compare the urban development in Taiwan to allow students to understand the contemporary significance of building revitalization and urban regeneration.
