進入二十一世紀的台灣,各地興起了老屋再生、空間改造的現象,從台南的古都保存再生文教基金會2008年開始舉辦的「老屋欣力」徵選活動,藉由大眾媒體的宣傳,推廣老屋活化的經驗,到2010年台北都更處推動的「都市再生前進基地(URS-Urban Regeneration Station)」,運用容積移轉的方式,由公部門將老房子加以修復後,再委託給民間單位來經營,或是類似台北市文化局發起的「老房子文化運動」,由市政府取得公有閒置建築物的使用權後,再對外招募民間企業修復經營。這些現象,都說明了經過二十世紀經濟高度成長期,進入二十一世紀的台灣,在都市發展與社會資源積累的運用上,開始有了一種新的轉變。而這個現象在台灣北中南各地也已經悄悄地展開。
2012年一月,台中舊市區綠川邊的宮原眼科正式開幕,為沉寂已久的舊市區帶來了許多人潮,很偶然地,在同樣的時間點上,東海大學建築研究中心接受台中市政府委託,計劃執行的「台中市舊市區再生計畫研究案—臺中市舊市區都市再發展行動計畫」(2012.1~2012.12)也正式啟動,此計劃的特點是執行團隊必須在舊市區中,設立一處駐點空間進行社區擾動的行動方案,也因此,2012年三月,東海大學建築研究中心團隊租用了一處閒置了近十多年的銀行(第一銀行)二樓150坪的空間,重新加以整修改造為台中舊城區的新據點,取名為中區再生基地(DRF Goodot Village),於2012年5月4日正式開幕。開幕當天,除了舉辦計劃工作內容規定的「舊市區再生計畫研討會」之外,並同時舉辦了為期一個月的「中區的過去、現在、未來特展」,藉由團隊收集台中舊市區著名攝影家(林權助、陳耿彬)的老照片、以及日本攝影家淺川敏拍攝眼前的舊市區影像,加上東海建築系四年級學生,以台中舊市區為設計操作範圍,所提出對於舊市區未來發展願景的提案作品,展開了大學教育踏出校園,嚐試與都市再生、社區發展結合的第一步。
其實,在歐美日等已開發國家中,建築活化與都市再生,已經成為都市發展與建築相關專業的普遍課題,而大專院校裡的師生將各種都市議題,做為學習研究以及社會實踐的對象來進行探討也漸漸成為風氣。本課程將以中區再生基地所在的台中舊市區為出發點,透過台灣各地建築活化再生的案例,掌握目前世界各國正在進行的都市再生,同時也對照台灣的都市發展,讓學生們瞭解建築活化與都市再生的時代意義。
Entering Taiwan in the 21st century, the phenomenon of old house regeneration and space transformation has emerged in various places. From the "Old House Xinli" selection activity held by the Ancient Capital Preservation and Regeneration Cultural and Educational Foundation in Tainan in 2008, it promoted the experience of revitalizing old houses through publicity from the public media, and to the "Urban Regeneration Base (URS-Urban Regeneration) that has been promoted in 2010. This phenomenon has quietly begun in northern, central and southern parts of Taiwan.
In January 2012, the Miyahara Ophthalmology Department on the Green River in the Old City of Taichung officially opened, bringing a lot of people to the long-silent old city. By chance, at the same time, the Architectural Research Center of Donghai University was commissioned by the Taichung Municipal Government and planned to carry out the "Taichung Old City Regeneration Plan - Taichung Old City Urban Redevelopment Action Plan" (2012.1~2012.12) The characteristic of this plan is that the team must set up a space for community movement in the old city. Therefore, in March 2012, the team of the Architectural Research Center of Donghai University rented a 150-foot space on the second floor of the bank (First Bank) that had been placed for nearly ten years, and reorganized it into a new location in the old city area of Taichung, named it the Central District Regeneration Base (DRF). Goodot Village), officially opened on May 4, 2012. On the day of the opening, in addition to the "Old City Regeneration Planning Seminar" stipulated in the planning content, the "Past, Current and Future Special Exhibition of the Central District" was held for a month, and the team collected old photos of famous photographers (Lin Trust, Chen Gengbin) in the old city of Taichung (Lin Trust, Chen Gengbin) and Japan. Photographer Yu Chuanmin took pictures of the old city area in front of him, and combined with the fourth-year student of Donghai Architecture Department, and using the old city area in Taichung as the design and operation scope, the proposal works proposed for the future development of the old city area has opened up the first step of university education stepping out of the campus and trying to combine with urban regeneration and community development.
In fact, in developing countries such as Europe, the United States, Japan, building revitalization and urban regeneration have become common subjects for urban development and architecture-related majors, and teachers and students in colleges and universities have become popular for various urban discussions as objects of learning research and social practice. This course will take the old Taichung city where the central regeneration base is located as the development point. Through cases of building activation and regeneration in various parts of Taiwan, we will grasp the urban regeneration currently being carried out in various countries around the world. At the same time, we will also follow Taiwan's urban development, so that students can understand the era meaning of building activation and urban regeneration.
