就行政部門各項管理作為中,無論是政策分析與規劃、政策評估或行政組織管理,都與績效管理相互關聯。政府施政的良窳或成敗,均需透過績效評估的基本面向進行衡量,並涉及策略目標與策略議題之分析、規劃與選擇,及後續如何進行績效評估的程序。
本課程目標如下:
一、瞭解政府實施績效管理與績效評估之核心意涵、理論基礎與基本概念。
二、對於我國中央機關推行施政績效管理之現行作法有清楚瞭解。
三、了解公部門與私部門在績效管理制度設計與實施方法上的差異。
四、熟悉策略績效管理與評估之使用技術、工具或方法。
五、靈活運用課程所學於實際公務系絡之中。
Regarding the various management activities of the administrative department, whether policy analysis and planning, policy evaluation or administrative organization management are related to performance management. The quality or failure of government governance needs to be measured through the fundamental aspects of performance evaluation, and involves the analysis, planning and selection of strategic goals and strategic issues, as well as how to conduct performance evaluation procedures in the future.
The goals of this course are as follows:
1. Understand the core implications, theoretical foundations and basic concepts of the government's implementation of performance management and performance evaluation.
2. Have a clear understanding of the current practices of our central government to implement the effectiveness of governance management.
3. Understand the differences between the performance management system design and implementation methods between the public and private departments.
4. Be familiar with the use techniques, tools or methods of strategy performance management and evaluation.
5. The flexible course is learned in the actual business system.
績效管理是使用績效資訊影響計畫、政策或組織行動以追求公共服務最大化利益的過程。本課程介紹政府部門績效管理之理論與實務,包含下列內容:績效管理的意義內涵與理論、世界各國績效管理的作法、我國績效管理的實際運作情形、績效衡量的原則與步驟、績效指標的建構及績效管理的反思與未來展望。
Performance management is the process of using performance information to influence planning, policies or organizational actions in pursuit of public services maximizing interests. This course introduces the theory and practice of performance management in government departments, and includes the following contents: the meaning and theory of performance management, the practice of performance management in various countries around the world, the actual operating conditions of performance management in our country, the principles and steps of performance measurement, the structure of performance indicators, and the reflection and future prospects of performance management.
