教育目標 Course Target
就行政部門各項管理作為中,無論是政策分析與規劃、政策評估或行政組織管理,都與績效管理相互關聯。政府施政的良窳或成敗,均需透過績效評估的基本面向進行衡量,並涉及策略目標與策略議題之分析、規劃與選擇,及後續如何進行績效評估的程序。
本課程目標如下:
一、瞭解政府實施績效管理與績效評估之核心意涵、理論基礎與基本概念。
二、對於我國中央機關推行施政績效管理之現行作法有清楚瞭解。
三、了解公部門與私部門在績效管理制度設計與實施方法上的差異。
四、熟悉策略績效管理與評估之使用技術、工具或方法。
五、靈活運用課程所學於實際公務系絡之中。
All management actions of the administrative department, whether it is policy analysis and planning, policy evaluation or administrative organization management, are all related to performance management. The quality or success of government governance needs to be measured through the basic aspects of performance evaluation, which involves the analysis, planning and selection of strategic goals and strategic issues, as well as the subsequent procedures for conducting performance evaluation.
The objectives of this course are as follows:
1. Understand the core meaning, theoretical basis and basic concepts of government implementation of performance management and performance evaluation.
2. Have a clear understanding of the current practices of my country’s central agencies in implementing governance performance management.
3. Understand the differences in the design and implementation methods of performance management systems between the public sector and the private sector.
4. Be familiar with the techniques, tools or methods used in strategic performance management and evaluation.
5. Flexibly apply what you have learned in the course to the actual public service system.
課程概述 Course Description
績效管理是使用績效資訊影響計畫、政策或組織行動以追求公共服務最大化利益的過程。本課程介紹政府部門績效管理之理論與實務,包含下列內容:績效管理的意義內涵與理論、世界各國績效管理的作法、我國績效管理的實際運作情形、績效衡量的原則與步驟、績效指標的建構及績效管理的反思與未來展望。
Performance management is the process of using performance information to influence plans, policies or organizational actions in pursuit of maximizing the benefits of public services. This course introduces the theory and practice of performance management in government departments, including the following contents: the meaning, connotation and theory of performance management, the practice of performance management in various countries around the world, the actual operation of performance management in my country, the principles and steps of performance measurement, the construction of performance indicators, and reflection and future prospects of performance management.
