教育目標 Course Target
課程目標:
(一)探討「家庭」的多元概念及現今經濟、社會環境變遷對家庭的衝擊與影響。
(二)從不同家庭議題切入,如貧窮(經濟安全)、工作、照顧、住宅需求等議題進行討論,並融入移民(種族)、性別等多元視角,探討臺灣線進與家庭政策相關的法律與制度,深化實務工作知識基礎。
(三)運用政策分析架構,比較不同國家對應家庭相關議題的的相關作為,提昇學生政策分析能力與具備政策規劃視野。
課程內涵簡要說明:
「家庭」是一個在不同社會文化脈絡與時代變遷下的變動概念。十九世紀工業資本主義主導下的現代化進程中,從功能性的觀點,家庭被定位、區隔為勞動者休養生息與再生產的私領域。然而,不斷浮現的家庭需求與問題,促成二十世紀歐美國家家庭政策與福利服務的發展。
「家庭政策」是透過國家的法律制度與服務輸送,規範、支持、補充、替代家庭領域的行動與行為。為什麼需要家庭政策與福利服務介入私人的家庭生活?家庭政策發展的歷史背景為何?家庭政策的制訂及實施與家庭、經濟、政治、社會的變遷有何關係?誰是家庭政策的主體?家庭政策的內涵包括哪些?性別、種族、階級與家庭政策有什麼樣的關連?這些都是本課程關心與探討的議題。
本課程以講授與討論並重之方式,第一、二部份從家庭的意義、家庭結構與家庭功能的變遷、國家、市場與家庭間的分工關係,進而論及家庭政策的內涵、發展、演變。第三部分以臺灣的相關家庭福利政策作為基礎,對照不同國家家庭政策的思維、內涵與福利服務之比較,可增進學習者在不同文化、社會與經濟脈絡下的理解家庭政策的設計。而第四部份則針對特定的家庭議題,從性別、種族、階級等角度探討、分析與批判,並由學生透過報告深入探討我國特定的家庭議題、需求與政策因應的批判。
修課學生於課堂積極討論參與是基本要求。課前請閱讀指定文獻,並在課間進行分享與討論。
Course objectives:
(1) Explore the diverse concepts of "family" and the impact and influence of today's economic and social environmental changes on families.
(2) Discuss from different family issues, such as poverty (economic security), work, care, housing needs, etc., and integrate multiple perspectives such as immigration (race), gender, etc., to explore Taiwan’s laws and systems related to family policy, and deepen the knowledge base of practical work.
(3) Use the policy analysis framework to compare the relevant actions of different countries on family-related issues, so as to improve students’ policy analysis abilities and policy planning vision.
Brief description of course content:
"Family" is a changing concept under different social and cultural contexts and changes in the times. In the modernization process led by industrial capitalism in the 19th century, from a functional point of view, the family was positioned and separated as the private sphere for workers to recuperate and reproduce. However, emerging family needs and problems contributed to the development of family policies and welfare services in European and American countries in the twentieth century.
"Family policy" regulates, supports, supplements, and replaces actions and behaviors in the family field through the country's legal system and service delivery. Why do family policy and welfare services need to intervene in private family life? What is the historical background for the development of family policy? What is the relationship between the formulation and implementation of family policies and changes in the family, economy, politics, and society? Who is the subject of family policy? What does a family policy include? How are gender, race, class and family policy related? These are the issues that this course cares about and discusses.
This course pays equal attention to teaching and discussion. The first and second parts discuss the meaning of family, the changes in family structure and family functions, the division of labor between the state, the market and the family, and then discuss the connotation, development and evolution of family policy. The third part is based on relevant family welfare policies in Taiwan and compares the thinking, connotation and welfare services of family policies in different countries, which can enhance learners' understanding of the design of family policies in different cultural, social and economic contexts. The fourth part focuses on specific family issues, exploring, analyzing, and criticizing them from the perspectives of gender, race, class, etc., and students use reports to deeply explore the criticism of specific family issues, needs, and policy responses in our country.
It is a basic requirement for course students to actively participate in class discussions. Please read the designated literature before class and share and discuss it during class.
