本課程旨在為博碩生引介社會福利政策形成之思想與分析模式，促使學習者瞭解政策內涵與立法過程。其間並透過相關議題，說明政策問題認定、政策規劃、政策合法化、服務輸送體系、乃至政策評估等內容。希望幫助學生瞭解，政策發展的歷史、哲學、特色、與趨勢；政策設計所觸及的價值、理論、與選擇；現行福利方案、社會工作專業及其人員在其中所扮演的角色。

This course aims to introduce the ideas and analytical models of social welfare policies for students to form, and encourage learners to understand the connotation of policies and the legislative process. In between, we will explain policy problem determination, policy planning, policy legalization, service delivery system, and even policy evaluation through relevant issues. I hope to help students understand the history, philosophy, characteristics, and trends of policy development; the value, theory, and choices that policy design is exposed to; the current welfare programs, social work professions and their roles in it.
