教育目標 Course Target

整學期課程針對研究生說明兩個層次的議題,首先是社會工作管理所運作的環境,尤其是組織的層次。其次是實際上把該做的事做好。組織裡的事很多,主要是人力、財務、資訊、總務、資源、行銷、公關等,每一方面都已經發展出管理的方法。
在組織的層次方面,依序說明12種理。順著組織的步驟來敘述,首先一定要有「理念」,某種為了愛而有的理念,接著產生「理想」,不是空想,而是建制,也就是建立組織。既然進入組織的知識領域,總是要有「理論」基礎,向大師學習,知道組織理論。接著,要建構真的組織了,而組織與所有人群組合最鮮明不同之處,就是「理性」,在設計上理性、知道有哪些的要項,安排組織裡的部門,這些屬於結構面。在功能面,則需「理智」安排,先有策略再規劃,並展現層次。
非營利組織的基石建立了以後,人們加入,被選舉為「理事」,理事便為協會運作的核心。基金會是另一種非營利組織,在此介紹聘僱員工遠多於協會的基金會「原理」。任何法人都需遵守政府的「法理」,無論是組成、選舉、運作、稅賦、勸募都要守法。守法只是形式,實質則靠「治理」,這是董事會、理事會的核心責任;他/她們又聘任執行長、秘書長,這些人實際「管理」,對內管人、管錢、管事。治理與管理者共同面對外界的考驗,就是「環境的處理」,重點是行銷募款、組織合作、公私協力、經營關係。法人如同自然人,也有生老病死,但組織可以超越自然人的生命。所以,持續發展是「道理」,這要靠成員明理、持續創新變革。
在管理的要項方面,重點是追求效率及績效。
社會工作是助人的專業,助人要有方法,社會工作組織從事各種助人的服務必然要有效率又有效果的進行。因此需要管理!管理的核心是「不要管人,但要理人」,尊重組織裡的各種人才,協助每一位集中重點,把該做的事做好。各社會工作組織應用這些方法來運作,使助人的服務能順利進展。
社會工作管理是一種持續的活動,執行管理的是管理者,管理者在組織(organization)裡從事各種管理。社會工作管理是新興的學科,主要借重管理學、組織理論、組織行為等的知識、理論和技巧。但是當這些應用到各類型社會福利組織時,有許多值得深思檢視的議題。本課程是分析「管理」,而不僅是「管理者」,以對事情的討論說明為主。

The semester-long course addresses two levels of topics for graduate students, first the environment in which social work administration operates, particularly the organizational level. The second is actually doing what needs to be done well. There are many things in an organization, mainly human resources, finance, information, general affairs, resources, marketing, public relations, etc. Management methods have been developed in each aspect.
In terms of organizational levels, 12 principles are explained in sequence. Following the steps of organization, we must first have an "idea", a certain idea for love, and then the "ideal" is produced, which is not a fantasy, but a system, that is, the establishment of an organization. Since entering the field of organizational knowledge, you must always have a "theoretical" foundation, learn from the masters, and know organizational theory. Next, it is time to build a real organization, and the most distinct difference between an organization and all groups of people is "rationality". It is rational in design, knowing what the important items are, and arranging the departments in the organization. These belong to the structural aspect. On the functional side, it needs to be arranged "rationally", with strategies first and then planning, and to show hierarchy.
After the cornerstone of a non-profit organization is established, people join and are elected as "directors", who become the core of the association's operations. Foundations are another type of non-profit organization, and here we introduce the "principles" of foundations that employ far more employees than associations. Any legal person must abide by the "legal principles" of the government, whether in terms of formation, election, operation, taxation, or fundraising. Compliance with the law is only a formality, while the essence lies in "governance", which is the core responsibility of the board of directors and council; they also appoint CEOs and secretaries-general, who actually "manage" and manage people, money and affairs internally. Governance and managers jointly face the test of the outside world, which is "environmental processing", focusing on marketing and fundraising, organizational cooperation, public-private collaboration, and business relationships. Legal persons, like natural persons, also experience birth, old age, illness and death, but organizations can transcend the lives of natural persons. Therefore, sustainable development is the "reason", which depends on members' understanding and continuous innovation and change.
In terms of management aspects, the focus is on the pursuit of efficiency and performance.
Social work is a profession of helping people, and there must be methods to help people. Social work organizations must provide various services to help people efficiently and effectively. Hence the need for management! The core of management is "Don't manage people, but manage them." Respect the various talents in the organization and help everyone focus on doing what they should do well. Various social work organizations apply these methods to operate so that services to help people can proceed smoothly.
Social work management is a continuous activity, and it is managers who perform management, and managers engage in various managements in organizations. Social work management is an emerging discipline that mainly draws on the knowledge, theories and techniques of management, organizational theory, organizational behavior, etc. But when these are applied to various types of social welfare organizations, there are many issues worthy of careful examination. This course analyzes "management", not just "managers", and focuses on discussion and explanation of things.

課程概述 Course Description

社會工作面對各界要求績效的考驗,績效的提高依賴管理,管理使社會工作的服務更有效果。管理的浪潮多年來一直未消退,連最看重人的社工服務都必須引進管理,並接受管理。為什麼?因為管理能幫助社會工作。任何社會工作者從事社會工作專業時應瞭解管理,不論所做的是直接服務或間接服務或其他服務。
管理使社會工作者更有效率地提供專業服務,使案主及社會得到更多的幫助。當社會工作者扮演管理者的角色時,管理更是他必須熟練的工具。
社會工作管理本身是新興的學科,主要借重管理學、組織理論、組織行為等的知識、理論和技巧。但是當這些應用到各類型社會福利組織時,有許多值得深思檢視的議題。管理有全球化的內容,也必須考慮本土化,因此,除了介紹重要的管理概念外,本課程將針對台灣社會工作相關機構的管理作多方面的討論。
「社會工作管理」是說明基金會、協會與社會福利機構的管理,也可以適用於學校、教育組織、宗教組織、民間團體、社區發展協會等。本課程是分析「管理」,而不僅是「管理者」,以對事情的討論說明為主。
重點是「組織管理」,重點不是方案管理,也不是談如何管理人或管理自己,而是讓組織能有效率又有績效地運作。
課程的主題是「管理」而不僅是「行政」,行政偏向公部門,受到較多法令的限制,管理則需要更多的創新。
這門課程是專門為碩士班學生開的,希望幫助碩士生日後能在組織中擔任中級管理者。

Social work faces the test of performance requirements from all walks of life. The improvement of performance depends on management, and management makes social work services more effective. The wave of management has not subsided for many years. Even social work services that value people the most must introduce management and accept management. Why? Because management can help social work. Any social worker entering the social work profession should understand management, whether direct or indirect services or other services.
Management enables social workers to provide professional services more efficiently, so that clients and society can receive more help. When a social worker plays the role of a manager, management is a tool that he must be proficient in.
Social work management itself is an emerging discipline, which mainly draws on knowledge, theories and techniques of management, organizational theory, organizational behavior, etc. But when these are applied to various types of social welfare organizations, there are many issues worthy of careful examination. Management has global content and must also consider localization. Therefore, in addition to introducing important management concepts, this course will discuss various aspects of the management of social work-related institutions in Taiwan.
"Social work management" describes the management of foundations, associations and social welfare institutions. It can also be applied to schools, educational organizations, religious organizations, civil society groups, community development associations, etc. This course analyzes "management", not just "managers", and focuses on discussion and explanation of things.
The focus is "organizational management". The focus is not on program management, nor on how to manage people or ourselves, but on how to enable the organization to operate efficiently and performatively.
The theme of the course is "management" rather than just "administration". Administration is biased towards the public sector and is subject to more restrictions by laws, while management requires more innovation.
This course is specially opened for master's degree students, hoping to help masters to serve as mid-level managers in organizations after their birthdays.
