この授業は、碩士班の三領域の一つ「社会領域」の基礎授業にあたります。そのため、「公共性」という言葉の意味の確認からスタートします。この授業の重要な参考書にする齋藤純一さんの『公共性』は、それを三つに大別しています。一つは、「国家に関係する公的な(official)もの」という意味（政府がやる公共事業などがその例です）、二つ目は「すべての人びとに関係する共通のもの(common)という意味（「公益」や「公共の秩序」といったものがこれにあたります）、そして第三は、「誰に対しても開かれている(open)」という意味。「この意味での公共性は、誰もがアクセスできることを拒まれない空間や情報など」を指します。
　この授業で考える（つまりこの大学院で大切に考える）のは、おもにその三つ目にあたるものです。教室の外に出たり、討論をしたりしながら、インターネット上の空間や公園のように街のなかで不特定多数の人が集まることのできる場所など、皆さんが接する具体的な事例を通して考えたいと思っています。
