3、從主要大國的環境政策比較分析。本課程從介紹氣候變遷及國際關係之概論出發，藉由分析層次、理論基礎等介紹，輔以氣候變遷相關之重要名詞界定，以建立修課同學對於國際關係與氣候變遷認識之基礎。接著，分別介紹「現實主義」、「自由主義」、「建構主義」等三大國際關係理論，作為其與環境政治結合的重要背景。此外，透過了解聯合國氣候變化框架公約(UNFCCC)之架構，分析比較美國、中國及歐盟的環境政策，藉此了解國際環境政治中不同行為者之間的互動與影響。最後，將重點放在氣候變遷議題與其他社會相關議題的結合。並以「環境永續」與「經濟發展」間之對話，及環境議題的「雙層博弈」特性等探討議題做結。1. Develop the operational forms and development capabilities of understanding and analyzing international relations.
2. Understand the diverse aspects of climate change agreements.
3. Comparative analysis of environmental policies from major countries. This course is developed from the general introduction of climate change and international relations. Through analysis levels, theoretical basis, etc., it is defined by important terms related to climate change to establish the basis for the course students to recognize international relations and climate change. Next, the three major international relations theories, including "realism", "liberalism", and "constructionism", are introduced separately as important backgrounds for its integration with environmental politics. In addition, by understanding the framework of the United Nations Framework for Climate Change (UNFCCC), we analyze and compare the environmental policies of the United States, China and the European Union, and understand the interactions and influences between different actors in international environmental politics. Finally, focus will be on the combination of climate change agreements and other socially related issues. It also concludes discussion topics such as the dialogue between "Environmental Continuation" and "Economic Development" and the "dual-level game" characteristics of environmental discussion topics.
