為了因應政府所致力推動的「大學社會責任實踐計畫」（University Social Responsibility，以下簡稱USR計畫），本課程將授課老師帶領學生去發掘區域內的相關問題，由學生藉由自己本身所學的專業、結合在地力量去協助解決並參與社區服務。其主旨要讓社區居民能夠充分感受到大學存在的實質意義，並且讓社區與大學進行結合，不讓大學學者成為關在象牙塔的專業人士，也不讓大學生們與社會隔閡愈來愈深。更積極地，讓大學來帶動城鄉的均衡發展、再造社區的風華、以及彰顯在地的社會價值。

In order to respond to the "University Social Responsibility (USR Plan)" promoted by the government, this course will teach teachers to lead students to explore relevant issues in the region, and students will use their own majors and local strengths to help solve and participate in community services. Its main purpose is to allow community residents to fully feel the substantial significance of the existence of the university, and to integrate the community with the university, so as not to allow university scholars to become professionals locked in ivory towers, and to prevent university students from becoming increasingly estranged from society.
