本課程為下學期民意調查實務的前導課程，《欲選修下學期實務課程的必須先修習過本課程》。擬從民意相關理論與調查方法作概括性的介紹，除了對民意及民意調查 有深入的探討外，並嘗試對於實際民意調查的過程與一些關鍵課題做一介紹。目的在使修課學生能透過課程，瞭解民意與民主政治的重要關係，同時對於實務應用面的民意調查能有進一步的認識，能夠培養區隔民意調查的品質與瞭解其中關鍵，同時作為民意調查實務課程的基礎。包涵民意相關理論與調查方法概括性的介紹，除了對民意及民意調查 有深入的探討外，並嘗試對於實際民意調查的過程與一些關鍵課題做一介紹。除了理論之外，也訓練同學的訪員技巧以及相關調查經驗。

本課程目的在於說明三個主要內容，一是「民意」，其次是「調查」，第三是「民意調查」的整體意涵。本課程分為上下學期分別開設。本學期重點在於使同學瞭解何謂民意，並介紹當前廣為運用的民意調查的研究方法，並著重調查理論方面對於民意的形成與特質、蒐集民意的各種調查研究方式、問卷設計以及研究設計相關的概念，加以簡介。本課程為下學期民意調查實務課程的先修課程，修過本課程能修下學期的實務課。
The purpose of this course is to explain three main contents: one is "public opinion", the second is "investigation", and the third is the overall meaning of "public opinion survey". This course is divided into the upper and lower school periods and is set up separately. The focus of this school is to enable students to understand what public opinion is, and to introduce the current research methods of public opinion surveys that are widely used, and to introduce the concepts related to the formation and characteristics of public opinion, the various survey research methods, question paper design and research design in the gathering of public opinion, and to introduce them.
