為了讓修課者能瞭解「危機管理、風險社會與互動倫理」之屬性、理論、深度價值及實作應用，本課程將系統引介「危機管理」的基本概念與構面、分類與評估、診斷與規劃、危機管理與策略思維、危機階段與理論學說、組織結構及領導風格與危機、災害管理組織體系與政策方案，以及其與溝通談判、資源聯結、「安全社區」國際認證等議題的關係，此外也將探討「風險社會」與互動倫理的關聯、社會經濟脆弱因子與災害防救之關聯、關鍵基礎設施之防護與案例分析。充份瞭解危機管理與風險治理之相關理論

◎ 掌握當前危機管理研究及實務之主要議題
◎ 瞭解我國當前危機管理之實務現況(政府/民間部門)
◎ 探討社區治安與安全社區等安全管理新趨勢

◎ 瞭解如何以社會經濟脆弱因子調查災害防救之肇因與防治之道
◎ 瞭解關鍵基礎設施相關防護法制、體系設計與策略In order to allow students to understand the properties, theory, in-depth value and practical application of "crisis management, risk society and interactive ethics", this course introduces the basic concepts and structures of "crisis management", classification and evaluation, diagnosis and planning, crisis management and strategic thinking, crisis stage and theoretical discussion, organizational structure and leadership to the system. Style and crisis, disaster management organizational systems and policy plans, as well as their relationship with discussions, resource contacts, and international certification of "safety community". In addition, the relationship between "risk society" and interactive ethics, social economic vulnerability factors and disaster prevention and rescue, and protection and case analysis of key-based facilities. 「危機管理」研討內容包括危機之紓緩、準備、反應及回復四個部份。其中又以反應階段(災難處理)最受到理論及實務者重視。然而，無論是自然災害、交通、科技、人為及戰爭，在危機形成災難前之紓緩準備階段，及事後之重建回復，也具有相等之重要性。
The "Crisis Management" discussion includes four parts: crisis expansion, preparation, reaction and revision. Among them, the reaction stage (disaster difficulty treatment) is most valued by theoretical and practical people. However, whether it is natural disasters, transportation, technology, man and war, it is of equal importance to the preparation stage before a crisis becomes a disaster and the reconstruction recovery after the event.
