※課程目標
在社會工作的傳統取向,專業的工作者受到官僚體系與機構規範的影響,往往對數目眾多且強調需求的個別案主之相關部門的方案所壟斷,及實務範圍侷限於伸手可及之處。至於社區取向,是由服務使用者或社區工作者,視其周遭生活條件與環境情況,據與範訂專業的實務工作,使其服務扣緊在所處的社區。社區取向的社區工作者立基於責任分攤的原則,社區工作者、社區居民、家人、鄰居,都必須為解決社區的問題而共同分攤責任。本課程的目標為社區取向的社會工作,是從服務對象所處的社區著手,形成社區服務網絡,共同為有需要的社區或案主提供服務,藉與協助服務對象解決問題或預防問題惡化。
※課程內涵
社區組織與社區發展的課程內涵,將包括社區的基本概念、社區組織的意涵、社區的功能、社區的資源、社區工作的目標、社區組織與社區發展的歷史發展、歐美重要社區組織領導先驅推動社區工作的經驗、台灣社區組織的歷史發展與概況、實地社區參訪、實地進入社區進行基本社區調查服務學習。
※Course goals
In the traditional orientation of social work, professional workers are influenced by bureaucratic systems and institutional regulations, and are often undermined by the plans of relevant departments of individual clients with a large number of demand-oriented and practical scope is limited to reach. As for community orientation, it is a professional practical work that is dependent on service users or community workers regarding their surrounding living conditions and environmental conditions, so that their services are detained in the community. Community workers with community orientation are based on the principle of responsibility division. Community workers, community residents, families, and neighbors must share their responsibilities together to solve community problems. The purpose of this course is to work in a community-oriented social work. It starts from the community where the service object is, form a community service network, jointly provide services to communities or clients in need, and solve problems or prevent problems from becoming malignant with the service object.

The course content of community organization and community development will include the basic concept of the community, the connotation of the community organization, the function of the community, the resources of the community, the goals of the community work, the historical development of community organization and community development, the experience of leading the promotion of community work in important European and American communities, the historical development and generalization of Taiwan community organizations, the local community visit, and the local entry into the community to conduct basic community investigation and learning.
根植於共同生活的土地,社區工作成為社會工作者重要的三大工作方法之一。本課程將從各國社區組織與社區發展的歷史脈絡開始,進入社區工作的基本概念;接著,藉由實際社區組織參訪與社區基本調查學習,相互參照各種社區工作的重要理論與實務議題,學習社區工作之重要工作方法,以養成社區工作者的基本能力為學習之目標。
Rooted in the land of shared living, community work has become one of the three important working methods for social workers. This course will start from the historical structure of community organizations and community development in various countries and enter the basic concepts of community work; then, through the participation of community organizations and basic community surveys and learning, refer to each other's important theories and practical topics of community work, learn important working methods of community work, and take the goal of developing the basic abilities of community workers as the learning goal.
