※課程目標
在社會工作的傳統取向，專業的工作者受到官僚體系與機構規範的影響，往往對數目眾多且強調需求的個別案主之相關部門的方案所壟斷，及實務範圍侷限於伸手可及之處。至於社區取向，是由服務使用者或社區工作者，視其周遭生活條件與環境情況，據與範訂專業的實務工作，使其服務扣緊在所處的社區。社區取向的社區工作者立基於責任分攤的原則，社區工作者、社區居民、家人、鄰居，都必須為解決社區的問題而共同分攤責任。本課程的目標為社區取向的社會工作，是從服務對象所處的社區著手，形成社區服務網絡，共同為有需要的社區或案主提供服務，藉與協助服務對象解決問題或預防問題惡化。

※課程內涵
社區組織與社區發展的課程內涵，將包括社區的基本概念、社區組織的意涵、社區的功能、社區的資源、社區工作的目標、社區組織與社區發展的歷史發展、歐美重要社區組織領導先驅推動社區工作的經驗、台灣社區組織的歷史發展與概況、實地社區參訪、實地進入社區進行基本社區調查服務學習。

※Course objectives
In the traditional orientation of social work, professional workers are influenced by bureaucracy and institutional norms. They tend to monopolize the programs of relevant departments for a large number of individual clients who emphasize the needs, and the scope of practice is limited to those within reach. As for community orientation, service users or community workers, based on their surrounding living conditions and environmental conditions, formulate professional practical work according to standards, so that their services are closely linked to the community where they are located. Community-oriented community workers are based on the principle of shared responsibility. Community workers, community residents, family members, and neighbors must all share responsibilities for solving community problems. The goal of this course is community-oriented social work, which starts from the community where the service recipients are located, forms a community service network, and jointly provides services to the community or clients in need, by helping the service recipients solve problems or prevent the deterioration of problems.

※Course content
The content of the course on community organizations and community development will include the basic concepts of community, the meaning of community organizations, the functions of communities, community resources, the goals of community work, the historical development of community organizations and community development, the experience of pioneer leaders of important community organizations in Europe and the United States in promoting community work, the historical development and overview of community organizations in Taiwan, on-site community visits, and on-site community visits to conduct basic community investigation and service learning.

根植於共同生活的土地，社區工作成為社會工作者重要的三大工作方法之一。本課程將從各國社區組織與社區發展的歷史脈絡開始，進入社區工作的基本概念；接著，藉由實際社區組織參訪與社區基本調查學習，相互參照各種社區工作的重要理論與實務議題，學習社區工作之重要工作方法，以養成社區工作者的基本能力為學習之目標。

Rooted in the land of common life, community work has become one of the three important working methods of social workers. This course will start from the historical context of community organizations and community development in various countries, and then enter the basic concepts of community work; then, through visits to actual community organizations and basic community survey studies, with mutual reference to important theoretical and practical issues of various community work, the important working methods of community work will be learned, with the goal of cultivating the basic abilities of community workers.
