透過環境經濟學理論教授與個案分析,讓學生瞭解環境與自然資源管理所遭遇之課題、問題之分析及政策之制訂。環境經濟學主要在研究因污染產生的外部性所造成的資源配置無效率,即過多的污染與過少的環境保護,以及如何透過有效率的政府政策改善環境。本課程首先探討不同觀點的永續發展,接著討論環境資源評價方法(非市場價值評估法)、財產權與外部性、污染防治的經濟分析等概念,最後依序探討地區性空氣污染、區域性與全球空氣污染(含酸雨及氣候變遷)、移動源空氣污染、水污染、毒性物質、廢棄物等環境議題。Through environmental economics professors and case analysis, students can understand the courses, problems encountered by environmental and natural resource management and the planning of policies. Environmental economics mainly studies the inefficiency of resource allocation caused by externalities caused by pollution, that is, too much pollution and too little environmental protection, and how to improve the environment through efficient government policies. This course first explores the continuous development of different perspectives, and then discusses concepts such as environmental resource evaluation methods (non-market value evaluation method), property rights and externalities, and economic analysis of pollution prevention and control. Finally, it explores environmental issues such as regional air pollution, regional and global air pollution (including acid rain and climate change), mobile source air pollution, water pollution, toxic substances, waste materials, etc.
本課程的主要目的是讓學生瞭解如何應用經濟學於環境污染管制、環境品質管理與自然資源管理,包括幾個部分,第一部份介紹自然資源與環境的經濟思想,以及具市場的自然資源管理。第二部分為環境政策分析之理論基礎,如分析污染問題所用之理論、環境資源保育之價值評估之理論與方法、及為解決污染問題所設計的制度與政策。第三部分則針對第二部分所討論的各種政策應用於空氣、水、一般廢棄物等問題,此外並以案例說明各種自然環境價值與效益評估應用。第二與第三部分將交錯教授,讓學生能再學習理論之後便瞭解實際個案如何進行。
The main purpose of this course is to let students understand how to apply economics to environmental pollution control, environmental quality management and natural resource management, including several parts. The first part introduces economic ideas of natural resources and environment, and market-oriented natural resource management. The second part is the theoretical basis for environmental policy analysis, such as the theories used to analyze pollution problems, the theories and methods for value assessment of environmental resource conservation, and the systems and policies designed to solve pollution problems. The third part discusses the various policies discussed in the second part to apply to air, water, general waste and other issues. In addition, various natural environment value and benefit evaluation applications are explained with examples. The second and third parts will be intersected with professors, so that students can learn theoretical discussions and understand how to carry out actual cases.
