環境評估是一門跨領域、整合性課程,它涵蓋了環工、環科、生態、社會、景觀、經濟、法律、行政管理等內涵。完整的環境評估課程應該涵蓋系統性的管理思維、整合性的評估工具以及跨領域的議題知識。目前大部分的參考書籍以工具介紹與實務應用為主,為了讓讀者了解環境評估的精神與內涵,本書以系統理論為核心,介紹如何將系統性的管理思維融入環境評估的架構之中。系統思維,是一種整體性、動態性的思維模式,考慮系統單元之間的關聯、互動與回饋機制,系統思考可以協助我們發現問題的根本,看見問題的更多可能性,讓我們在面對複雜系統時看穿問題的表象,避免在決策過程中受困於自己的領域範圍(Territoriality)。
環境評估的範圍廣泛,涵蓋理論、工具與實務等不同層面,基本上環境評估可區分為以環境為對象的環境衝擊評估,以及以組織為對象的環境績效評估,但無論對象為何,都需仰賴系統化的分析程序以及科學化的分析工具,剛接觸環境評估的學生在學習上經常遭愈困難,大多是缺乏環境評估中最核心的系統思維,導致知其然而不知其所以然,陷入了點狀的思考陷阱,為了使讀者了解環境評估的精神與內涵,本書以系統理論為核心、環境影響評估為主軸,介紹系統性管理思維如何融入環境影響評估的架構之中,同時也說明系統性管理思維如何應用於其他環境評估問題上。
Environmental assessment is a cross-disciplinary, integrated course that covers environmental engineering, environmental science, ecology, society, landscape, economics, law, administrative management and other connotations. A complete environmental assessment course should cover systematic management thinking, integrated assessment tools, and cross-disciplinary topic knowledge. At present, most of the reference books focus on tool introduction and practical application. In order to let readers understand the spirit and connotation of environmental assessment, this book takes system theory as the core and introduces how to integrate systematic management thinking into the structure of environmental assessment. Systems thinking is a holistic and dynamic thinking mode that considers the correlation, interaction and feedback mechanism between system units. Systems thinking can help us discover the root of the problem, see more possibilities for the problem, allow us to see through the appearance of the problem when facing complex systems, and avoid being trapped in our own territory (Territoriality) in the decision-making process.
The scope of environmental assessment is wide, covering different aspects such as theory, tools and practice. Basically, environmental assessment can be divided into environmental impact assessment that targets the environment, and environmental performance assessment that targets organizations. However, no matter what the target is, it requires systematic analysis procedures and scientific analysis tools. Students who are new to environmental assessment often encounter difficulties in learning, mostly due to lack of environment. System thinking, the core of assessment, leads to knowing it but not knowing why, and falling into the trap of point-like thinking. In order to help readers understand the spirit and connotation of environmental assessment, this book takes systems theory as the core and environmental impact assessment as the main axis. It introduces how systemic management thinking is integrated into the structure of environmental impact assessment. It also explains how systemic management thinking is applied to other environmental assessment issues.
