課程目標:務使學生從地方到治理等相關概念之理解，然後再探討並比較各國地方政府如何運作。
課程內涵:每週依教學大綱之進度討論事先指定閱讀內容。另外，可針對學生實務經驗或當前時事情況提出討論，共同參與，交換意見與交流，增進了解。Course objectives: Ensure students understand related concepts from local to governance, and then explore and compare how local governments in various countries operate.
Course content: Each week, the contents are specified in advance according to the progress of the teaching community. In addition, you can discuss students' practical experience or current situations, participate together, exchange opinions and exchanges, and increase understanding.
本課程旨在從「中央與地方關係」的角度來探討美、日及歐洲聯盟成員國的地方政府結構及相關事宜。首先，了解各國地方政府制度並「比較」其異同。其次，了解「治理」的意涵：「治理」概念或理論近年成為研究中央或地方政府運作的分析工具，這對研究地方政府有何啟示值得探究。再者，學生課前閱讀指定進度，上課開放討論，以促進彼此的互動、交換、及切磋。
This course aims to explore the local government structure and related matters of the United States, Japan and the European Union member from the perspective of "central and local relations". First, understand the local government systems of various countries and "compare" their differences. Secondly, understand the meaning of "governance": the concept or theory of "governance" has become an analytical tool for studying the operation of central or local governments in recent years. What is this suggestion for studying local governments worth exploring. Furthermore, students read the specified progress before class and open discussions in the course to promote interaction, exchange, and exchange.
