教育目標 Course Target
使學習者能掌握公共管理的背景、概念與發展，有助於觀念啟發與實務之運用。
Enable learners to master the background, concepts and development of public management, which will help the development and use of concepts.
課程概述 Course Description
本課程有別於傳統行政學，引進當代新公共管理思潮，諸如企業型政府、顧客導向、全面品質管理(TQM)、績效基礎預算（Performance- Based Budgeting）等，探討如何將企業管理的精神與方法移植到公部門，同時也將分析其可能面臨的挑戰與限制。
This course is different from traditional administration and introduces new contemporary public management ideas, such as enterprise-oriented government, customer orientation, comprehensive quality management (TQM), performance-based budgeting, etc., to explore how to transplant the spirit and methods of enterprise management to the public department, and at the same time, it will also analyze the challenges and limitations it may face.
