本系專班生源來自非營利組織、政府機關學校、企業組織,專班學生在歷經職場的多元歷練後,普遍在各自所屬的部門 遭遇管理層面的挑戰;甚者更發覺不同部門互動而衍生的管理問題尤其難解。因此本課程設計聚焦在探討各部門共同重視的「管理議題」,特別是跨部門互動而衍生的管理議題。例如企業或民間團體承接政府機關委託而衍生的財務管理與透明課責期待;又比如環境保護組織對政府及企業的環境治理措施與價值觀,表達不同意見、倡議變革措施而衍生的管理爭議。
由於近年來第三部門所屬各類組織發展迅速,對政府機關、企業組織的運作產生直接或間接影響亦增,為協助本系專班學生掌握前述影響的發展趨勢及議題內容,本課程將針對前述管理趨勢與議題提出概略介紹,引領學生「了解、發掘、重視、因應」各自較為關心的主題,相關授課主題包括「策略規劃與眾效發展、財務管理與透明課責、治理網絡與生態社區、偏鄉教育與協力平台、環境保護與政策倡議、社會企業與社會創新、社會福利與績效評鑑」,各主題的授課內容則涵括「師生相互介紹、議題背景介紹、基礎理論、國外實務發展趨勢、案例探討、教師參與經驗分享」。
課程開始之初安排PBL應用教學(第2週),課程中安排PBL應用指導(約第9週,視實際狀況微調),結束時安排PBL應用成果簡報(第17、18週)。整體而言,本課程希望學生能從中了解部門共治時代來臨後,第三部門本身的發展及其參與公共事務的結果,對政府部門、企業部門,甚至是第三部門本身帶來哪些影響;抑或反之,對於在政府機關或企業組織服務的學生們,應當如何回應、引導、善用此股趨勢來協助其解決部門間的互動管理問題。同時也希望學生能夠選擇自己深感興趣的主題、或是自己服務的組織,以此為例運用PBL進行專題研討,牛刀小試一番。
The students in this department come from non-profit organizations, government agency schools, and enterprise organizations. After the diversified training in their careers, students generally encounter management challenges in their respective departments; even more, they find that management problems derived from the interaction between different departments are particularly difficult to solve. Therefore, this course design focuses on exploring the "management issues" that are shared by various departments, especially the management issues derived from cross-departmental interactions. For example, enterprises or private groups undertake financial management and transparency course expectations derived from government agencies; for example, environmental protection organizations express management disputes derived from disagreement and advocate reform measures.
As the various organizations in the third part have developed rapidly in recent years, the direct or indirect impact on the operation of government agencies and enterprise organizations has also increased. In order to help students of this department master the development trends and discussions of the above-mentioned impacts, this course will provide a brief introduction to the above-mentioned management trends and discussions, and will lead students to "understand, explore, pay attention to, and respond" as topics of concern to students. The subjects are related to the topics of their respective concern. It includes "Strategic Planning and Efficiency Development, Financial Management and Transparent Courses, Governance Network and Ecological Community, Countryside Education and Cooperation Platform, Environmental Protection and Policy Advocacy, Social Enterprise and Social Innovation, Social Welfare and Performance Evaluation". The teaching contents of each topic include "teachers and students' mutual introduction, topic background introduction, basic theories, foreign practical development trends, case discussion, teacher participation and experience sharing".
At the beginning of the course, PBL application teaching is arranged (week 2), PBL application guidance is arranged (approximately week 9, micro-tuning of actual conditions), and PBL application results report is arranged at the end (weeks 17 and 18). Overall, this course hopes that students can understand from the development of the Third Division itself and its participation in public affairs after the era of departmental co-governance, what impact does the Third Division itself have on government departments, corporate departments, and even the Third Division itself; or vice versa, for students who serve government agencies or corporate organizations, how to respond, guide and make good use of this trend to help them solve the interactive management problems of the Department. At the same time, I also hope that students can choose topics that they are deeply interested in or organizations they serve, and use PBL as an example to conduct topic discussions and give a try.
