工業革命後的第三波資訊革命,已經改變了社會型態,而使之成為資訊社會(information society)。在資訊社會中,知識產業、網路科技以及任何與網路有關的活動,無論是創作者或網路使用人,都同樣面臨網路規範模式的選擇問題,亦即是要透過倫理規範、科技方法,或是法律來進行社會控制。至1970 年代,網路科技崛起,電子中介的流動,產生劇烈的去中心化作用,使個人可以透過網路社群重新構築他們想要的社會。後工業社會或資訊社會中,知識透過資訊技術與網際網路的傳播,在社會中形成新的革命,包括社會溝通媒介的轉變、網路與電子商務的新經濟、政治與網路社群的平等近用,以及國家主權疆界及權威的崩解;其中以控制知識生產或服務流動的新經濟或知識經濟最為明顯,以「知識」為本位的知識經濟(knowledge economy)已經來臨。本課程在介紹行政管理暨政策學系第三部門碩士在職專班學生有關第三部門在資訊社會中所面臨的各種挑戰與機會等重要面向與議題。The third wave of information revolution after the industrial revolution has changed the social form and turned it into an information society. In the information society, knowledge industry, network technology, and any network-related activities, whether creators or network users, face the same problem of choosing the Internet standard model, that is, social control is required through ethical regulations, technological methods, or laws. By the 1970s, the rise of online technology and the movement of electronic mediation had a dramatic decentralization, allowing individuals to restructure the society they wanted through the online community. In post-industrial society or information society, knowledge has formed a new revolution in society through information technology and the spread of Internet, including the transformation of social communication media, the new economy of network and e-commerce, the equal use of politics and online communities, and the disintegration of national dominance and authority; among them, the new economy or knowledge economy that controls the flow of knowledge production or service is the most obvious, and knowledge economy based on "knowledge" is known economy) has arrived. This course introduces important aspects and discussions such as the challenges and opportunities faced by the Department of Administrative Management and Policy in the Department of Administrative Management and Policy.
