教育目標 Course Target

本課程基於永續發展之理論基礎,從環境、經濟與社會層面,闡述永續發展與公共政策之連結關係。課程主要著重於永續發展的實質內涵,期使研究生學習如何從永續發展之角度觀察、評估與論述公共政策,並使研究生具備永續發展政策之分析能力。 課程首先回顧永續發展之理論內涵,接著說明永續發展指標系統、永續運輸與永續能源政策、永續性影響評估(SIA)、永續發展治理,以及當前永續發展政策的議題與爭辯之處。 除此之外,本課程也將透過當前的永續性議題,引導學生參與對話,以逐步建立永續發展理論與公共政策的連結概念,進而協助學生建立永續發展的管理能力與政策分析能力,並養成未來參與規劃、評估與實踐永續發展政策之涵養。This course is based on the theoretical basis of sustainable development, and describes the link between sustainable development and public policy from the environmental, economic and social aspects. The course mainly focuses on the quality of continuous development, so that graduate students can learn how to observe, evaluate and discuss public policies from the perspective of continuous development, and enable graduate students to have the ability to analyze policies in a sustainable manner. The course first reviews the theoretical connotation of the permanent development theory, and then explains the issues and disputes about the permanent development indicator system, the permanent development and the permanent energy policy, the permanent impact assessment (SIA), the permanent development governance, and the current permanent development policy. In addition, this course will also guide students to participate in dialogue through the current permanent discussion topics, so as to gradually establish the concept of continuous development theory and public policy, and thus help students establish sustainable management and policy analysis capabilities, and to develop the connotation of future participation, planning, evaluation and implementation of permanent development policies.
