自古以來，人類使用土地、資本、及勞力以從事各類生產活動。時序已邁入二十一世紀的今日，資訊已經成為國家及社會生產活動的第四大要素。在資訊社會與知識經濟中，一國政府如何規範其統轄地區資訊之產生、收集、流通和管理，將直接影響個人、組織、國家的競爭力；因此，政府以其統治者的角色，須訂立一套用以規範資訊活動的策略和架構，以使人民知所遵循並善加利用；而事實上，以數位化資訊的管理為核心之治理，已日漸為各國所重視、而紛紛有相關規章之立法和措施之採行。本課程即在介紹行政管理暨政策學系碩士班學生有關政府治理之數位化重要面向與議題。課程內容包括以下主題：

3、資訊倫理與道德； 4、政府資訊公開與保護；
5、資訊隱私權； 6、資訊社會與知識經濟；
7、電子商務與知識管理； 8、網路與電腦犯罪；
9、資訊隱私保障； 10、電子化政府；
11、數位化民主； 12、資訊均富；
13、資訊素養與資訊教育； 14、政府開放資料（Open Data）；
15、地理資訊系統（GIS）。

Since ancient times, humans have used land, capital, and labor to engage in various production activities. Now that we have entered the 21st century, information has become the fourth major element in national and social production activities. In the information society and knowledge economy, how a country's government regulates the generation, collection, circulation and management of information in the areas under its jurisdiction will directly affect the competitiveness of individuals, organizations and countries. Therefore, the government, in its role as a ruler, must establish a set of strategies and structures to regulate information activities so that the people know how to follow them and make good use of them. In fact, governance with the management of digital information as its core has been increasingly valued by various countries, and legislation and measures have been adopted with relevant regulations. This course introduces important aspects and issues of digitalization in government governance to students in the master's program of the Department of Administration and Policy. Course content includes the following topics:

5. Information privacy; 6. Information society and knowledge economy;
7. E-commerce and knowledge management; 8. Internet and computer crime;
9. Information privacy protection; 10. Electronic government;
11. Digital democracy; 12. Information sharing;
13. Information literacy and information education; 14. Government open data (Open Data);
15. Geographic Information System (GIS).
