教育目標 Course Target
本課程旨在探討臺灣地方制度法之立法、規劃架構及爭議事件，並就近十年來的地方自治法制化，以及地方自治的理論發展；尤其新制度主義(new intuitionalism)對地方制度建構或修改之影響，分從理論和實務二個層面進行分析，並重視討論，以培養研究生治學的能力，並具有獨立進階學習的習慣與能力。
This course aims to explore the legislation, planning structure and disputes of Taiwan's local system law, and to focus on the legalization of local autonomy and the theoretical development of local autonomy in the past decade; in particular, the impact of the new institutionalism on the construction or modification of local system, it analyzes it from the perspective of theory and practice, and emphasizes discussions to cultivate the ability of graduate students to study and have the habits and abilities of independent advanced learning.

旨在講授臺灣地方制度，並由法制觀點分析立法意旨，逐條適義，並且進行研討，以提昇學習效果。
It aims to teach and impart Taiwan's local system, and analyze the legislative purpose through legal perspectives, and conduct research and discussion to improve learning effects.
