教育目標 Course Target
本課程由世界貿易組織(WTO)主導的自由貿易政策在全球化時代下的發展為主軸,探討這些政策對國際社會,特別是經濟強國與弱國之間的關係,以及對台灣等的政治、經濟、貿易、民生、文化、環保、食安等衝擊與影響。課程名稱定為「WTO與全球化議題」有兩個層面的意涵,WTO凸顯的是1950年代迄今的國際主流自由貿易思維,以及在這個趨勢下的區域性經濟整合,故這個部份的重點多為經貿、政治與法律性議題,這其中也包括對於台灣處境的分析。而全球化議題則試圖從文化、環境、安全等偏向人文與人本的議題,對自由貿易的主流價值進行反思。課程設計上,由WTO之全球性貿易自由政策的縱軸出發,並經由逆向思考的方式引導與啟發,使學生逐步瞭解與掌握隱含在國際優勢國家之商業利益下之社會意義與時代意涵,繼而具體化成對於本土文化與社會人文議題的關懷;並使學生在無形間成熟其閱讀、觀察、反省、分析等思考能力。
透過WTO、全球化、區域性整合、台灣議題、文化省思等議題的介紹與討論,本課程預期的目標有三,第一為培養同學的當代國際觀,讓同學對WTO與全球化等對國際社會與台灣的意義有相當的瞭解;第二為透過具體議題,培養逆向觀察與深刻思考的能力;第三是在地思維與多元關懷,特別是對於台灣政經難題與國際社會的弱勢族群在全球化時代的困境。本課程的核心內涵包括二部分,即(1)WTO體系在全球化時代的意義,特別是在自由貿易縱軸下的國際經貿現況與區域整合策略,這部分的內容較為側重國際政治、經濟與法律議題,與台灣現階段的經貿困境;(2) 在全球化架構下的弱勢族群、在地思維、食安、文化、環保等議題的困境與意義,這部分的內容較為側重於人文面向的省思。
This course focuses on the development of free trade policies led by the World Trade Organization (WTO) in the era of globalization. It explores the impact and impact of these policies on the international society, especially the relationship between economically powerful and weak countries, as well as on politics, economy, trade, people's livelihood, culture, environmental protection, and food safety in Taiwan and other countries. The course title "WTO and Globalization Issues" has two meanings. The WTO highlights the mainstream international free trade thinking from the 1950s to the present, and the regional economic integration under this trend. Therefore, the focus of this part is mostly on economic and trade, political and legal issues, including the analysis of Taiwan's situation. The globalization issue attempts to reflect on the mainstream value of free trade from culture, environment, security and other more humanistic and humanistic issues. In terms of course design, starting from the vertical axis of the global trade liberalization policy of the WTO, and guided and inspired by reverse thinking, students can gradually understand and grasp the social significance and contemporary implications hidden in the commercial interests of internationally dominant countries, and then concretely develop their care for local culture and social and humanistic issues; and enable students to invisibly mature their thinking abilities such as reading, observation, reflection, and analysis.
Through the introduction and discussion of the WTO, globalization, regional integration, Taiwan issues, cultural reflections and other topics, this course has three expected goals. The first is to cultivate students' contemporary international outlook, so that students have a considerable understanding of the significance of the WTO and globalization to the international society and Taiwan; the second is to cultivate the ability to reverse observation and profound thinking through specific topics; the third is to think locally and care about diversity, especially regarding Taiwan's political and economic problems and the plight of disadvantaged groups in the international community in the era of globalization. The core content of this course includes two parts, namely (1) the significance of the WTO system in the era of globalization, especially the current international economic and trade status and regional integration strategies under the vertical axis of free trade. This part of the content focuses more on international political, economic and legal issues, and Taiwan's current economic and trade dilemma; (2) the dilemma and significance of disadvantaged ethnic groups, local thinking, food safety, culture, environmental protection and other issues under the globalization framework. This part of the content focuses more on humanistic reflections.
課程概述 Course Description
通識課程不同於專業課程,實乃著重引導學生主動關懷、探索與實踐人類的終極價值與智慧;同時通識課程所提供的知識,不是專業課程的淺薄化,而是具有厚實感的基礎知識。本校根據創校傳統、校訓與辦學理念訂定通識教育定四大基本素養:求真素養、篤信素養、力行素養與宏通素養,以具體落實本校通識教育之理想。希望本校學生能發揮自主學習精神,在通識課程老師的引導下,逐漸培養其通識教育基本素養,並期待能終身學習。各種基本素養並訂有具體的學習成效指標,以做教學與學習成效之自我檢證的具體指標,分述如下:求真素養(自然領域):1.學習自然科學的方法或哲學以探索物理與生命世界的微妙,2.發揮就事論事的精神,3.能參與科學議題相關的公共事務。篤信素養(人文領域):1.學習人文精神以探索內在自我與領會人類文明的深層價值,2.發展自律精神,3.能運用理性進行道德推理。力行素養(社會領域):1.運用社會科學的方法或哲學以激發學生的傾聽與溝通能力,2.承認與尊重多元差,3.實踐民主審議的精神。宏通素養(跨領域):1.追求人類的整體價值,2.融通求真、篤信、力行等素養於個人生命之中。各領域的課程對於學習成效指標可以跨選,不必拘泥。
General courses are different from professional courses. They actually focus on guiding students to actively care for, explore and practice the ultimate value and wisdom of mankind. At the same time, the knowledge provided by general courses is not the superficiality of professional courses, but basic knowledge with a solid sense. Based on the school’s founding tradition, school motto and school philosophy, the school has formulated four basic qualities for general education: truth-seeking quality, belief quality, practical quality and general quality, in order to concretely implement the school’s ideals of general education. We hope that our students can develop their independent learning spirit and gradually develop their basic literacy in general education under the guidance of general education teachers, and look forward to lifelong learning. Various basic competencies have specific learning effectiveness indicators for self-examination of teaching and learning effectiveness, which are described as follows: Truth-seeking literacy (natural field): 1. Learn the methods or philosophy of natural science to explore the subtleties of the physical and life world, 2. Use the spirit of discussing things as they are, 3. Be able to participate in public affairs related to scientific issues. Belief literacy (humanities field): 1. Learn the humanistic spirit to explore the inner self and understand the deep value of human civilization, 2. Develop a spirit of self-discipline, 3. Be able to use reason for moral reasoning. Practical literacy (social field): 1. Use social science methods or philosophy to stimulate students' listening and communication skills, 2. Recognize and respect diversity, 3. Practice the spirit of democratic deliberation. Hongtong literacy (cross-field): 1. Pursue the overall value of human beings, 2. Integrate qualities such as truth-seeking, faith, and practice into personal life. Courses in various fields can choose from different learning outcome indicators, so there is no need to be rigid.
