Human Right Issues for Southeast Asian Labors and Immigrants

教育目標 Course Target

課程目標:
1.理解台灣在開放東南亞移工與婚姻移民後,在人權、文化、政治、經濟與社會上所產生的議題:(1)能夠對東南亞移工與婚姻移民的人權議題具備初步分析能力;(2)對台灣當今社會所呈現的東南亞移 工與婚姻移民人權現況進行反思。
2.對台灣多元族群及文化概念能有足夠的理解:(1)提升學生對於多元文化的經驗認識與包容接納;(2)學生在生活中或未來進入職場時,能夠具備與東南亞移工與婚姻移民相處之技能。
3.檢討台灣人民對於東南亞移工與婚姻移民論述中的種族中心主義:(1)反思己身常見的刻板印象或偏見,進而探討東南亞移工與婚姻移民人權狀況之根源;(2)培養對異文化尊重之價值觀。
4.解讀相關媒體報導,並且透過學生親身經驗的觀察,接觸東南亞移工與婚姻移民女性:(1)了解他(她)們的生活脈絡與文化;(2)能夠設身處地,站在他(她)們的角度來思考如何與之相處。
5.相關政策及法規探討:體悟到台灣社會對東南亞移工與婚姻移民之不友善,以及政策法規制訂上之不完善、差別性與歧視性,使學生能夠關心我群外之利益,構築公民文化需具備之現代公民素養。

課程內涵:
在全球化趨勢下,移工及移民政策的開放使得各個國家在處理人權與種族衝突相關議題時變得比起過往更為複雜與困難,台灣亦需面對同樣的課題。本課程特別針對台灣在開放東南亞移工與婚姻移民後,在人權、文化、政治、經濟與社會面向上所產生的現象進行分析探討,特別是人權的保障與實現,期望學生能夠對東南亞移工移民現象與人權現況有初步的了解。本課程的內容設計以培養多元文化及尊重差異之價值觀為核心,鼓勵學生探索相關議題,反思己身常見的刻板印象或偏見,透過自身經驗的省思及與移工移民生命經驗的交流,進而提升學生對於多元文化經驗的接納理解,並且對台灣當今社會所呈現的人權和種族種突議題進行反思。

Course objectives:
1. Understand the issues that have arisen in human rights, culture, politics, economy, and society after Taiwan opened up to Southeast Asian migrant workers and marriage immigrants: (1) Be able to have preliminary analytical capabilities on the human rights issues of Southeast Asian migrant workers and marriage immigrants; (2) Reflect on the current human rights situation of Southeast Asian migrant workers and marriage immigrants in Taiwan’s current society.
2. Have a sufficient understanding of the concepts of Taiwan's diverse ethnic groups and cultures: (1) Improve students' understanding of multicultural experiences and tolerance; (2) Students can have the skills to get along with Southeast Asian migrant workers and marriage immigrants in life or when they enter the workplace in the future.
3. Review the ethnocentrism in Taiwanese people’s discussion of Southeast Asian migrant workers and marriage immigrants: (1) Reflect on common stereotypes or prejudices about oneself, and then explore the root causes of the human rights situation of Southeast Asian migrant workers and marriage immigrants; (2) Cultivate the value of respect for other cultures.
4. Interpret relevant media reports and contact Southeast Asian migrant workers and marriage immigrant women through the observation of students’ personal experience: (1) understand their life context and culture; (2) be able to put themselves in their shoes and think about how to get along with them from their perspective.
5. Discussion of relevant policies and regulations: Realizing that Taiwanese society is unfriendly to Southeast Asian migrant workers and marriage immigrants, and that the formulation of policies and regulations is imperfect, differentiated and discriminatory, enables students to care about the interests of people outside our group and build the modern citizen literacy required for civic culture.

Course content:
Under the trend of globalization, the liberalization of migrant workers and immigration policies has made it more complex and difficult for various countries to deal with issues related to human rights and ethnic conflicts than in the past. Taiwan also needs to face the same issues. This course specifically analyzes and discusses the phenomena that have arisen in terms of human rights, culture, politics, economy, and society after Taiwan opened up migrant workers and marriage immigrants from Southeast Asia, especially the protection and realization of human rights. It is expected that students can have a preliminary understanding of the phenomenon of migrant workers and marriage immigrants in Southeast Asia and the current situation of human rights. The content of this course is designed with the core of cultivating the values ​​of multiculturalism and respect for differences. It encourages students to explore relevant issues, reflect on their own common stereotypes or prejudices, and enhance students' acceptance and understanding of multicultural experiences through reflection on their own experiences and exchanges with immigrants' life experiences, and reflect on the human rights and racial conflicts issues present in Taiwan's current society.
