Social Assistance and Social Work
教育目標 Course Target
教學目的:無論是過去,或是當代,貧窮總是與我們同在。而針對貧窮、以及相關問題而來社會救助制度與措施,則是我們社會工作最早的起源。在本課程中,我們將和同學們一起系統性的探索當代貧困問題的形成、社會救助制度的因應、社會工作者在其中所扮演的角色、以及我們必須具備那些相應的角色勝任能力。
我們希望透過這項課程的討論與講授,一方面整理同學們過去所學貧窮現象產生的相關知識和社會工作技能;再方面預為日後想投身社會救助工作行列的人,提供相關制度脈絡、和實務方法的鋪墊。
主要內容:在本課程中,主要內容有四:
一、概念與定義的部份。我們將就貧窮和社會救助對象、內涵、制度,與社會工作者的角色進行說明。其中關切貧窮的定義、匱乏管理機制的變遷、相關歷史發展、和社會工作者在其中所可能扮演的角色等議題。
二、當前社會救助實踐的領域。在這個部份,我們將針對社會救助法中的生活扶助、醫療補助、急難救助、災害救助、和遊民服務等內容做出介紹,預為同學日後工作準備。
三、社會救助實踐的社會工作基本觀點與技能。我們要從說明經濟弱勢人口服務的規範理論與實務理論著手,一一統整過所學相關的社會工作實務技能。
四、社會救助的新興趨勢。在這個部份我們關心社會救助制度、以及貧困相關問題的因應在目前有什麼最新發展,探討它們具不具備貧困問題解決的可能性。我們期待藉此對話和討論,省思資本主義社會中貧窮問題的出路。
Teaching purpose: Whether in the past or in contemporary times, poverty is always with us. The social assistance system and measures aimed at poverty and related problems are the earliest origins of our social work. In this course, we will work with our classmates to systematically explore the formation of contemporary poverty problems, the response of the social assistance system, the role of social workers in it, and the corresponding role competencies we must have.
We hope that through the discussion and teaching of this course, on the one hand, we can sort out the relevant knowledge and social work skills that students have learned about the phenomenon of poverty in the past; on the other hand, we hope to provide a foundation for those who want to join the ranks of social assistance work in the future, with relevant system context and practical methods.
Main content: In this course, there are four main contents:
1. Concepts and definitions. We will explain the objects, connotations, systems of poverty and social assistance, and the role of social workers. It focuses on issues such as the definition of poverty, changes in poverty management mechanisms, related historical developments, and the role that social workers may play in it.
2. Current areas of social assistance practice. In this part, we will introduce the living assistance, medical subsidies, emergency assistance, disaster relief, and homeless services in the Social Assistance Law to prepare students for their future work.
3. Basic social work perspectives and skills in social assistance practice. We must start from the normative theory and practical theory that explains the service to the economically disadvantaged population, and integrate the relevant social work practical skills learned one by one.
4. Emerging trends in social assistance. In this section, we are concerned with the latest developments in the social assistance system and responses to poverty-related problems, and explore whether they have the potential to solve poverty problems. We look forward to using this dialogue and discussion to reflect on the solution to the poverty problem in capitalist society.
