教學目的:無論是過去,或是當代,貧窮總是與我們同在。而針對貧窮、以及相關問題而來社會救助制度與措施,則是我們社會工作最早的起源。在本課程中,我們將和同學們一起系統性的探索當代貧困問題的形成、社會救助制度的因應、社會工作者在其中所扮演的角色、以及我們必須具備那些相應的角色勝任能力。
我們希望透過這項課程的討論與講授,一方面整理同學們過去所學貧窮現象產生的相關知識和社會工作技能;再方面預為日後想投身社會救助工作行列的人,提供相關制度脈絡、和實務方法的鋪墊。
主要內容:在本課程中,主要內容有四:
一、概念與定義的部份。我們將就貧窮和社會救助對象、內涵、制度,與社會工作者的角色進行說明。其中關切貧窮的定義、匱乏管理機制的變遷、相關歷史發展、和社會工作者在其中所可能扮演的角色等議題。
二、當前社會救助實踐的領域。在這個部份,我們將針對社會救助法中的生活扶助、醫療補助、急難救助、災害救助、和遊民服務等內容做出介紹,預為同學日後工作準備。
三、社會救助實踐的社會工作基本觀點與技能。我們要從說明經濟弱勢人口服務的規範理論與實務理論著手,一一統整過所學相關的社會工作實務技能。
四、社會救助的新興趨勢。在這個部份我們關心社會救助制度、以及貧困相關問題的因應在目前有什麼最新發展,探討它們具不具備貧困問題解決的可能性。我們期待藉此對話和討論,省思資本主義社會中貧窮問題的出路。Teaching purpose: Whether it is the past or the present, it is always with us. The social assistance system and measures for poverty and related problems are the earliest origins of our social work. In this course, we will work with our classmates to systematically explore the formation of contemporary difficulties, the causes of social assistance systems, the roles played by social workers in it, and the ability to fulfill corresponding roles.
We hope that through discussion and teaching of this course, on the one hand, we will sort out the relevant knowledge and social work skills generated by the students’ preservation phenomena in the past; on the other hand, we will provide relevant system structures and practical methods for those who want to join the social assistance work in the future.
Main content: In this course, there are four main contents:
1. The concept and definition part. We will explain the role of social workers, connotation, systems and social assistance. Among them, there are issues such as relevant definitions, the changes in lack of management mechanisms, the development of related history, and the possible roles of social workers in it.
2. The current social assistance area. In this section, we will introduce the contents of living assistance, medical assistance, emergency assistance, disaster assistance, and traveler services in the Social Assistance Law, and prepare for the students' work in the future.
3. Basic perspectives and skills of social work in social assistance. We should start from the specification and practical theory of oral service for economically disadvantaged people, and summarize the relevant social work practical skills learned one by one.
4. New trends in social assistance. In this part, we are concerned about the social assistance system and the causes of difficulties-related problems. We will explore the possibility that they have the possibility of solving problems in difficulties. We look forward to using this conversation and discussion to reflect on the ways to solve the problems in the capitalist society.
