教育目標 Course Target
一、教學目的:今日台灣正面臨鉅大的變遷:政治民主化、經濟自由及國際化,社會價值也隨之改變,人民對政府的要求-尤其有關民生方面的需求日益增長,然而政府解決問題的能力卻未見隨之增加。因此,如何提升政府的能力確實為一急迫的議題,實在值得公共行政學界及實務者深入思考。
本課程主要意圖為初學者提供與公共行政有關的理論。該課程將涵蓋公共行政學所慣用的主要概念、所追求的主要價值、及受到討論的議題。在課堂中,也將介紹公共行政學科中重要的學者與思想家。同時,將透過實際個案的分析,吾人嘗試將實際的問題與理論上的概念作一聯結,以達到理論與實務的相互印證。
本課程將針對下列題目為初學者提供基本的知識,以利其了解問題所在:政治及社會系絡、公共行政歷史、民營化、問題解決、公共政策、公共組織及其程序、及公務員之倫理面向,…等。雖然政府現正因遭到一些無法輕易解決的問題所挑戰,而倍受人民的責難,但本課程中,仍將強調政府如能扮演一個有創造力及建設性的角色,則能解決今日社會中所發生的問題。
二、主要內容: 1.提升學習者對公共行政理論、範疇、面向及概念的理解之能力。
2.研讀有關行政管理與組織理論之論著。
3.檢討現時主要公共行政之議題。
4.瞭解公共行政體系所生存的政治、社會、經濟系絡。
5.探討組織行為的理論並與行政實務人員之行為面向作一聯結及對照。
1. Teaching purposes: Today, Taiwan is facing tremendous changes: political democratization, economic freedom, and internationalization. Social values have also changed accordingly. The people's demands on the government—especially those related to people's livelihood—are growing day by day. However, the government's ability to solve problems has not increased accordingly. Therefore, how to improve government capabilities is indeed an urgent issue that deserves in-depth consideration by public administration academics and practitioners.
This course is primarily intended to provide beginners with theories related to public administration. This course will cover the main concepts commonly used in public administration, the main values pursued, and the issues discussed. Important scholars and thinkers in the discipline of public administration will also be introduced during the course. At the same time, through the analysis of actual cases, we will try to connect practical problems with theoretical concepts to achieve mutual confirmation of theory and practice.
This course will provide beginners with basic knowledge on the following topics to help them understand the issues: political and social networks, history of public administration, privatization, problem solving, public policy, public organizations and their procedures, and the ethical aspects of civil servants, etc. Although the government is being challenged by some problems that cannot be easily solved and is criticized by the people, this course will still emphasize that if the government can play a creative and constructive role, it can solve the problems occurring in today's society.
2. Main contents: 1. Enhance learners' ability to understand the theories, categories, aspects and concepts of public administration.
2. Study treatises on administrative management and organizational theory.
3. Review current major public administration issues.
4. Understand the political, social, and economic networks in which the public administration system exists.
5. Explore the theory of organizational behavior and connect and contrast it with the behavioral aspects of administrative practitioners.
