一、教學目的:今日台灣正面臨鉅大的變遷:政治民主化、經濟自由及國際化,社會價值也隨之改變,人民對政府的要求-尤其有關民生方面的需求日益增長,然而政府解決問題的能力卻未見隨之增加。因此,如何提升政府的能力確實為一急迫的議題,實在值得公共行政學界及實務者深入思考。
本課程主要意圖為初學者提供與公共行政有關的理論。該課程將涵蓋公共行政學所慣用的主要概念、所追求的主要價值、及受到討論的議題。在課堂中,也將介紹公共行政學科中重要的學者與思想家。同時,將透過實際個案的分析,吾人嘗試將實際的問題與理論上的概念作一聯結,以達到理論與實務的相互印證。
本課程將針對下列題目為初學者提供基本的知識,以利其了解問題所在:政治及社會系絡、公共行政歷史、民營化、問題解決、公共政策、公共組織及其程序、及公務員之倫理面向,…等。雖然政府現正因遭到一些無法輕易解決的問題所挑戰,而倍受人民的責難,但本課程中,仍將強調政府如能扮演一個有創造力及建設性的角色,則能解決今日社會中所發生的問題。
二、主要內容: 1.提升學習者對公共行政理論、範疇、面向及概念的理解之能力。
2.研讀有關行政管理與組織理論之論著。
3.檢討現時主要公共行政之議題。
4.瞭解公共行政體系所生存的政治、社會、經濟系絡。
5.探討組織行為的理論並與行政實務人員之行為面向作一聯結及對照。1. Teaching objectives: Taiwan is facing great changes today: political democratization, economic freedom and internationalization, social value has also changed, and the people's demand for the government, especially for people's livelihood, is increasing, but the government's ability to solve problems has not been seen to increase. Therefore, how to improve the government's capabilities is indeed an urgent question, and it is actually worthy of in-depth thinking by the public administration community and practitioners.
This course is mainly intended to provide beginners with theories related to public administration. The course will cover the main concepts used by public administration, the main values pursued, and the topics discussed. In the classroom, important students and thinkers in the public administration subject will also be introduced. At the same time, through the analysis of actual cases, we will try to connect actual problems with theoretical concepts to achieve mutual identification between theory and practice.
This course will provide beginners with basic knowledge about the following topics to help them understand the problems: politics and social systems, public administration history, public administration, problem resolution, public policy, public organizations and their procedures, and the ethical aspects of public officials, etc. Although the government is currently being challenged by some unsolvable problems and is subject to the people, this course will still emphasize that if the government can play an innovative and constructive role, it will solve the problems that arise in today's society.
2. Main content: 1. Improve learners' ability to understand public administration theory, scope, orientation and concepts.
2. Read discussions on administrative management and organizational theory.
3. Review the main issues of public administration at present.
4. Understand the political, social and economic systems in which the public administration system survives.
5. Explore the theory of organizational behavior and contact and contrast with the behavioral orientation of administrative personnel.
