本課程主要目標是讓學生了解資訊管理的基本內涵，以及資訊管理與公部門的連結關係，強調基本的資訊管理內涵與資訊素養，以及認識資訊管理對組織可能產生的影響。在當代資訊社會體系下，個人或組織與資訊的互動愈來愈頻繁，且事實上，資訊科技已帶來許多生活上和社會組織上的改變，但要真正明瞭資訊科技對人文、社會、經濟究竟有什麼影響，就需要了解資訊管理與資訊系統的本質，以做為探討的基礎。
本課程內容將從資訊管理的根本觀念開始，依序說明行政資訊管理的重要內涵，包括1.行政與資訊管理；2.資訊管理的內涵；3.資訊科技基礎建設；4.資訊系統的類型；5.組織與資訊科技的互動架構；6.科技接受模式；7.知識管理與服務品質；8.創新服務與資訊科技。
除此之外，本課程將教導同學練習操作決策分析軟體Expert Choice，練習如何處理複雜的決策問題。
課程中也會輔以數個公部門的資訊案例，以進一步認識資訊科技與治理的關係。

The main purpose of this course is to let students understand the basic connotation of information management, as well as the linkage between information management and public departments, and to emphasize the basic connotation of information management and information cultivation, as well as to recognize the possible impact of information management on the organization. Under the contemporary information society system, the interaction between individuals or organizations and information is becoming more and more frequent, and in fact, information technology has brought many changes in life and social organization. However, to truly understand what impact information technology has on humanities, society, and economy, it is necessary to understand the nature of information management and information systems to serve as the basis for exploration.
The content of this course will start with the fundamental concept of information management and explain the important connotations of administrative information management in sequence, including 1. Administrative and information management; 2. The connotation of information management; 3. Information technology foundation construction; 4. The type of information system; 5. Interactive structure between organization and information technology; 6. Technology acceptance model; 7. Knowledge management and service quality; 8. Innovative service and information technology.
In addition, this course will teach students to practice operation decision analysis software Expert Choice, practicing how to deal with complex decision problems.
During the course, several public department information cases will be used to further understand the relationship between information technology and governance.
