從「國際格局變遷理論」說明自1949年以來兩岸分治的事實；從「第三波：二十世紀末的民主化浪潮」說明「台灣民主化」的過程與成就；從「改良式的危機途徑」說明「中國改革開放」的過程與成就；從意識型態、政治體制、行政制度、文官制度、兩岸「入世」後之展望等議題，以宏觀角度進行比較性研究，讓學生對兩岸交流與互動具有基本知識，為民主深化與民主鞏固提供認識基礎。

Explain the fact of cross-strait division since 1949 from the "theory of changes in the international landscape"; explain the process and achievements of "Taiwan's democratization" from the "third wave: the wave of democratization at the end of the twentieth century"; explain the process of "China's reform and opening up" from the "reform-style crisis approach" and achievements; conduct comparative research from a macro perspective on topics such as ideology, political system, administrative system, civil service system, and prospects after the two sides join the WTO, so that students can have basic knowledge of cross-strait exchanges and interactions, and provide an understanding foundation for the deepening and consolidation of democracy.

就海峽兩岸的意識型態、政治體制、行政制度、文官制度、兩岸「入世」後之展望等議題進行說明，嘗試以宏觀角度進行比較性研究，為兩岸未來的交流與互動，提供制度性研究的基礎。

It explains the ideology, political system, administrative system, civil service system, and prospects of the two sides after joining the WTO on both sides of the Taiwan Strait, and attempts to conduct comparative research from a macro perspective to provide a basis for institutional research for future exchanges and interactions between the two sides.
