為什麼立意良善的公共政策,推行之後會出現意想不到的結果?系統思考已經逐漸成為政策分析與評估的工具之一,而以系統思考為基礎的系統動力學(System Dynamics),更以電腦模擬幫助政策分析家對於動態複雜的政策問題能有更整體的了解。本課程試圖幫助同學了解系統思考的基本觀念,並了解系統思考與日常生活的相關性,再藉由簡易政策模型的建立與模擬,來熟悉系統動力學在公共政策上的實際應用。Why do public policies with good intentions have unexpected results after implementation? Systems thinking has gradually become one of the tools for policy analysis and evaluation, and System Dynamics (System Dynamics), which is based on systems thinking, uses computer simulation to help policy analysts gain a more holistic understanding of dynamic and complex policy issues. This course attempts to help students understand the basic concepts of systems thinking and the relevance of systems thinking to daily life, and then become familiar with the practical application of system dynamics in public policy through the establishment and simulation of simple policy models.
本課程主要是藉由系統思考與系統動力學模型建構的過程,幫助學生進行學習如何政策分析,了解政策問題產生的主要因素,以及尋找解決問題的方法。
This course mainly uses the process of systems thinking and system dynamics model construction to help students learn how to analyze policy, understand the main factors that generate policy issues, and find ways to solve problems.
