政策分析專題這門課是希望提供給修課同學完整的公共政策理論架構與政策分析技術。這個學門的發展主要源自於美國,從1950年代Lasswell & Lerner(1951)提出政策科學(policy science)一詞至今,公共政策與政策分析理論的發展可說是百家爭鳴並且各有千秋。就研究取向來說,早期公共政策的研究因為受到行為主義的影響而偏於量化取向(quantatative approach),經濟學家在當時的公共政策研究上扮演極為吃重的角色;不僅在研究方法上(methodology)強調量化的技術,例如成本利益分析(Cost Benefit Analysis)、時間序列分析(Time Series Analysis)等等,並且在政策分析的思路上亦延襲經濟學慣有與人類理性行為以及市場觀念來詮釋公共政策的過程。後來這樣的研究途徑遭受許多政治學者的批評。批評來自於兩方面,首先,過度強調公共政策分析的技術面與理性面卻忽略了政策環境所原屬的價值(這就是後行為主義重要的論點之一)使得公共政策分析的結果失真;其次,公共政策的過程是在政治環境中進行,政治環境中的特質例如忠誠、社區、象徵性的概念等等現象絕非市場或理性自利的觀念所能涵蓋。以上這兩派的學說可以說是公共政策理論發展至今的主要軸心,這門課未來所要探討的內容均環繞在此。
This course on policy analysis aims to provide students with a complete theoretical framework of public policy and policy analysis techniques. The development of this discipline mainly originated from the United States. From the term policy science proposed by Lasswell & Lerner (1951) in the 1950s to the present, the development of public policy and policy analysis theory can be said to be the contention of hundreds of schools of thought, each with its own merits. In terms of research orientation, early public policy research was biased toward a quantitative approach due to the influence of behaviorism. Economists played an extremely important role in public policy research at that time; not only in terms of research methods (methodology ) emphasizes quantitative techniques, such as cost benefit analysis (Cost Benefit Analysis), time series analysis (Time Series Analysis), etc., and also follows the customary economics and human rational behavior and market concepts in the policy analysis. public policy process. Later, this research approach was criticized by many political scientists. The criticism comes from two aspects. First, overemphasis on the technical and rational aspects of public policy analysis while ignoring the original value of the policy environment (this is one of the important arguments of post-behaviorism) distorts the results of public policy analysis; secondly, , the process of public policy is conducted in a political environment, and the characteristics of the political environment, such as loyalty, community, symbolic concepts, and other phenomena, are by no means covered by the concepts of the market or rational self-interest. The above two schools of thought can be said to be the main axis of the development of public policy theory to this day, and the content to be discussed in this course in the future will revolve around them.
