旨在使研究生對於地方制度法有深入之了解，不僅應用公法理論解析地制法，並且以政治學及行政學等學理，分析地方制度之設計，使研究生對地制法有比較系統性之認知。
It aims to enable graduate students to have an in-depth understanding of local institutional laws, not only to apply public law theory to analyze local laws, but also to use political science and administrative science to analyze the design of local institutions, so that graduate students can have a more systematic understanding of local laws. .
