政策評估是透過有系統的社會研究程序來評估社會干預計畫的概念、設計、執行與效果。政策評估方法的發展可回溯到1930年代。當時的美國，隨著政府的職能的擴張，公部門的支出日增，各種有關社會改造的計畫也一再地推出，如羅斯福總統的新政 (New Deal)、以及詹森總統的大社會 (Great Society) 等。然而，許多基於「大政府」(big government) 的理念所提出的計畫最後未能達成其原來的目的，無效率地浪費了許多公帑。在如此的背景之下，導致政策評估的重要性逐漸受各界重視。
據學者估計，美國聯邦政府在1969年至1980年間，政策評估的經費由一千七百萬美元暴增至一億八千萬美元。除去大規模的花費之外，有關政策評估的學術研究與分析工具也都有蓬勃的發展。本課程首先針對政策評估的概念與發展的歷史進行介紹。隨後，討論的重心在於針對不同類型的政策評估類型，探究其運用的場合、方式、基本假設與限制。
Policy evaluation is to evaluate the concept, design, implementation and effectiveness of social intervention programs through systematic social research procedures. The development of policy evaluation methods can be traced back to the 1930s. In the United States at that time, with the expansion of government functions and the increasing expenditures of the public sector, various social transformation plans were also launched repeatedly, such as President Roosevelt's New Deal and President Johnson's Great Society. Society) etc. However, many plans based on the concept of "big government" ultimately failed to achieve their original goals and wasted a lot of public money inefficiently. Against this background, the importance of policy evaluation has gradually attracted attention from all walks of life.
Scholars estimate that between 1969 and 1980, the U.S. federal government’s funding for policy evaluation surged from US$17 million to US$180 million. In addition to large-scale expenditures, academic research and analytical tools for policy evaluation are also booming. This course first introduces the concept and development history of policy evaluation. Subsequently, the focus of the discussion was to explore the occasions, methods, basic assumptions and limitations of their application for different types of policy evaluation types.
