學生學習後要具備下列的能力,檢視政策形成中各種選擇背後的價值、瞭解政策制訂者所依循的是何種需求、以及何種正義;為現行服務規劃另種福利服務、服務輸送方式、福利資格、財務安排;為現行、及所提另種安排,提出變遷目標、預設理論、價值,並為之批駁與辯護;指出此種改變對案主或公民在性別、階級平等上有何影響,誰得利、誰不利。After studying, students should have the following abilities: examine the values behind various choices in policy formation, understand what needs and justice policy makers follow; plan alternative welfare services, service delivery methods, and welfare for existing services Qualifications and financial arrangements; propose change goals, presupposed theories, and values for current and proposed alternative arrangements, and refute and defend them; point out the impact of such changes on gender and class equality of clients or citizens , who benefits and who loses.
