80年代以前的台灣發展以經濟為先，這不僅從國家政策可以看出端倪，更可以從第三部門所屬組織的屬性及數量獲得佐證。但反觀當前的台灣發展，在經濟議題之外，卻也伴隨對公民社會的發展的關心與重視。不管是中科三期台中后里基地的環境評估爭議、中科四期彰化二林基地的廢水排放規劃、中科五期南投中興新村高等研究園區的規劃設置等都引發許多民間團體的關心，甚至催生許多新興組織，例如「反中科熱血青年聯盟」。
其次，苗栗大埔的農地徵收案件、桃園航空城的開發徵收、台北縣貢寮鄉民的反核運動、花蓮蘇花高速公路的興建議題、七星潭開發爭議、黑面琵鷺棲地保護等，甚至是早期的黃蝶翠谷保護運動、反美濃水庫運動，再再都顯示出台灣內部對發展方向與重點的爭議。（詳見數位教學平台提供之授課大綱）Before the 1980s, Taiwan's development prioritized the economy. This can be seen not only from national policies, but also from the attributes and number of organizations affiliated to the third sector. But looking back at Taiwan's current development, in addition to economic issues, it is also accompanied by concern and attention to the development of civil society. Whether it is the environmental assessment controversy of the Taichung Houli Base of the third phase of China Science and Technology, the wastewater discharge plan of the Changhua Second Forest Base of China Science and Technology Phase 4, or the planning and establishment of the Zhongxing New Village Advanced Research Park in Nantou, Phase 5 of China Science and Technology, these have aroused the concern of many civil society groups. It has even spawned many new organizations, such as the "Anti-China-Korea Passionate Youth Alliance."
Secondly, the agricultural land expropriation case in Miaoli and Dapu, the development and expropriation of Taoyuan Airport City, the anti-nuclear movement of Gongliao villagers in Taipei County, the proposal for the Suhua Expressway in Hualien, the Qixingtan development dispute, the protection of black-faced spoonbill habitat, etc. Even the early Yellow Butterfly Green Valley Protection Movement and the Anti-Meinong Reservoir Movement repeatedly demonstrated Taiwan’s internal disputes over the direction and priorities of development.
