80年代以前的台灣發展以經濟為先，這不僅從國家政策可以看出端倪，更可以從第三部門所屬組織的屬性及數量獲得佐證。但反觀當前的台灣發展，在經濟議題之外，卻也伴隨對公民社會的發展的關心與重視。不管是中科三期台中后里基地的環境評估爭議、中科四期彰化二林基地的廢水排放規劃、中科五期南投中興新村高等研究園區的規劃設置等都引發許多民間團體的關心，甚至催生許多新興組織，例如「反中科熱血青年聯盟」。
其次，苗栗大埔的農地徵收案件、桃園航空城的開發徵收、台北縣貢寮鄉民的反核運動、花蓮蘇花高速公路的興建議題、七星潭開發爭議、黑面琵鷺棲地保護等，甚至是早期的黃蝶翠谷保護運動、反美濃水庫運動，再再都顯示出台灣內部對發展方向與重點的爭議。（詳見數位教學平台提供之授課大綱）Taiwan's development before the 1980s took economics first. This not only shows the clues from national policies, but also obtains certification from the attributes and quantity of the organization belonging to the third part. But in addition to the economic issues, the current development in Taiwan is also accompanied by concern and attention to the development of civil society. Whether it is the environmental assessment dispute of Taichung Houli Base in Phase III, the wastewater discharge planning of Changhua Erlin Base in Phase IV, the planning and setting of Zhongke Zhongxing New Village Advanced Research Park in Phase IV, the planning and setting of Zhongke Zhongxing New Village Advanced Research Park in Phase IV, etc., it has attracted the attention of many private groups. It even gave birth to many new organizations, such as the "Anti-China Science and Technology Hot Blood Youth Alliance".
Secondly, the agricultural land acquisition case in Dapu Miaoli, the development of Taoyuan Aviation City, the anti-nuclear movement of the people of Tengliao County in Taipei County, the exciting suggestions on the Hualien Suhua Expressway, the opening of Qixingtan, and the protection of the black-faced pilafen ground, etc. Even the early Huangdie Cuigu protection movement and the anti-American water tank movement have repeatedly shown internal disputes over development direction and key points.
