一般都認為,能夠將無形的文化內容,透過再造、加值與商品化的過程,而藉用產品和服務呈現形式的「文化產業」(cultural industries),是附加價值最高、更具精神價值、永續性與在地全球化可能性的一種知識經濟產業。
然而,不論是學界朗朗上口的「文化創意產業」、「遺產工業」等概念,或是文建會含括廣告、建築、藝術及古董市場、工藝、設計、流行設計與時尚、電影與錄影帶、休閒軟體遊戲、音樂、表演藝術、出版、軟體與電腦服務業、電視與廣播等十三項重點計畫的「創意產業」概念,都似乎是既寬廣又模糊更是讓人看不清的行當。但回歸到實務層面來看,不論文化活動或文化產業的發展,皆不免涉及到法源、組織、經費、人事與設備等現實條件,文化活動的進行、文化與文化產業的發展,皆有賴於文化行政從業人員能夠有效管理與推動這些繁雜的庶務,以及扮演「文化行動者與組織╱參與者╱政府」間的協調者角色。
本門課程的目標,即在於協助同學在認識文化的意涵與作用,以及了解文化產業化之特性的基礎上,逐步了解文化與行政的關係,文化行政所涉及的政策、法源、組織、經費、人事等相關面向與業務,以及文化行政從業人員應有的觀念與涵養,同時透過一些政府對於文化產業的相關政策與措施的分析與檢討,提供同學進一步思考如何有效管理繁雜的文化行政庶務。It is generally believed that the "cultural industries" that can use products and services to present the form of intangible cultural content through the process of reconstruction, value-added and commodification, is the highest added value and more spiritual value. The purpose of this course is to help students understand the meaning and role of culture and understand the characteristics of cultural industry, and gradually understand the relationship between culture and administration, the policies, legal sources, and organizations involved in cultural administration, The related aspects of fees, personnel, and other related aspects, as well as the concepts and connotations of cultural administration from the employees.
