今日台灣正面臨劇烈的變化：政治民主化、經濟自由及國際化，社會價值也隨之改變，人民對政府的要求－尤其有關民生方面的需求日益增長，然而政府解決問題的能力卻未見隨之增加。因此，如何提升政府的能力確實為一急迫的議題，實在值得公共行政學界及實務者深入思考。
本課程主要意圖為初學者提供與公共政策有關的理論。該課程將涵蓋公共政策學所慣用的主要概念、模型、所追求的主要價值、及受到討論的議題。在課堂中，也將介紹公共政策學科中重要的學者與思想家。同時，將透過實際案例的分析，嘗試將實際的問題與理論上的概念作一聯結，以達到理論與實務的相互印證。
本課程將針對下列題目為初學者提供基本的知識，以利其了解公共政策問題所在：政治及社會系絡、公共政策過程、公共問題認定、政策議程設定與規劃、立法程序及合法化、公共組織及執行程序、評估及成本效益分析，…等。雖然政府現正因遭到一些無法輕易解決的問題所挑戰，而倍受人民的責難，但本課程中，仍將強調政府如能提升其公共政策功能，則能解決今日社會中所發生的複雜問題。Today, Taiwan is facing drastic changes: political democratization, economic freedom, and internationalization. This course is primarily intended to provide beginners with theories related to public policy. This course will cover the main concepts and models commonly used in public policy, the main values pursued, and the issues discussed. Important scholars and thinkers in the public policy discipline will also be introduced in class. At the same time, through the analysis of actual cases, we will try to connect practical problems with theoretical concepts to achieve mutual confirmation of theory and practice.
This course will provide beginners with basic knowledge on the following topics to facilitate their understanding of public policy issues: political and social relationships, public policy processes, identification of public issues, policy agenda setting and planning, legislative procedures and legalization, public Organize and execute procedures, evaluations and cost-benefit analyses,...etc. Although the government is being challenged by some problems that cannot be easily solved and is criticized by the people, this course will still emphasize that if the government can improve its public policy function, it can solve the complex problems occurring in today's society. problem.
