教育目標 Course Target

本課程的教學目標是使同學明瞭在國際競爭與衝突的環境下,掌握衝突的解決方法,嫻熟談判理論架構與實務的操作,及發展對國際談判及第三者各項議題分析、解決、創造的能力,達到(1)了解與思考談判的本質,以為掌握談判運作的基礎;(2)發展對談判操作的信心,以作為在不同層次中解決衝突的有效方法;(3)增進對競爭環境下不同層次的行為的分析能力;(4)提供對談判過程的經驗分享,包括學習評估各項選擇方案的成本與收益,及如何控制管理過程;(4) 進行相關論文發表。The teaching goal of this course is to enable students to understand how to resolve conflicts in an environment of international competition and conflict, to be proficient in the theoretical framework and practical operation of negotiation, and to develop analysis, resolution and creation of various issues in international negotiations and third parties. The ability to (1) understand and think about the nature of negotiation in order to master the basis of negotiation operations; (2) develop confidence in negotiation operations as an effective method of resolving conflicts at different levels; (3) enhance understanding of the competitive environment Analyze behaviors at different levels; (4) Provide experience sharing on the negotiation process, including learning to evaluate the costs and benefits of various options, and how to control the management process; (4) Publish relevant papers.

中) 隨著二十世紀末冷戰的結束,傳統地緣戰略及地緣政治對國際局勢的演變逐漸失去了有效的解釋力。隨後,杭亭頓(Samuel Huntington)提出了「文明衝突論」,認為未來世界的權力衝突將導因於世界三大文明之間的價值衝突。二十一世紀伊始,奈伊(Joseph S. Nye Jr.)又提出了「軟權力」(soft power)的概念,國際關係理論中權力結構的型塑有了一個新的動因和典範。另一方面,由於電子科技的無遠弗屆,帶著生活層面的文化機能,跨越時空,穿透各民族國家的空間及功能疆域。終結果,文化研究與國際關係的理論體系產生了緊密結合;2008年9月美國國務院對世界宣告公共外交時代的來臨,正式啟動了文化的全球性權力機能。 本課程將首先探討杭亭頓的「文明衝突論」及奈伊的「軟權力」概念。其次,全球化的文化圖像以及各國因應新形勢的文化政策將成為各國行使軟權力的有效機制;此即本課程命名為「全球視野文化政策」之原由。最後,本課程也將探討具體軟權力全球規模的外交網絡建構及運行,也就是「公共外交」的意涵。
(Chinese) With the end of the Cold War at the end of the twentieth century, traditional geostrategy and geopolitics have gradually lost their effective explanation for the evolution of the international situation. Subsequently, Samuel Huntington proposed the "clash of civilizations theory", believing that power conflicts in the future world will be caused by value conflicts between the world's three major civilizations. At the beginning of the 21st century, Joseph S. Nye Jr. proposed the concept of "soft power". The shaping of power structure in international relations theory has a new motivation and paradigm. On the other hand, due to the far-reaching reach of electronic technology, it carries cultural functions at the daily level, transcends time and space, and penetrates the spatial and functional boundaries of various nation-states. As a result, cultural studies and the theoretical system of international relations were closely integrated; in September 2008, the U.S. State Department announced to the world the advent of the era of public diplomacy, officially launching the global power function of culture. This course will first explore Huntington's "clash of civilizations" theory and Nye's "soft power" concept. Secondly, the cultural images of globalization and the cultural policies of various countries in response to the new situation will become effective mechanisms for countries to exercise soft power; this is the reason why this course is named "Cultural Policy from a Global Perspective". Finally, this course will also explore the construction and operation of specific soft power diplomatic networks on a global scale, which is the meaning of "public diplomacy".
