（一）以攸關都市與區域規劃暨綜合規劃永續發展之未來挑戰及研究議題，與歷經快速政治、經濟、社會、文化、環境、技術與空間結構關鍵性變動的動態協調之科際整合與系統途徑，並兼顧傳統與多元民主的規劃典範與程序為主要範疇，聚焦在人類實體與網際環境，以及維持與強化都市治理（Urban Governance）或都會區治理（Metropolitan Governance），期能崇尚21世紀都市治理：民主價值、人權與機會平等，追求社會公平與正義及實現民眾優質的夢。
（二）以讓學生面臨當前全球化與新經濟典範，造成國際競爭日益激烈，科技資源環境變化日益複雜與民主全球化之衝擊與挑戰，如何快速有效運用到地方政府都市規劃實務的心智演練學習；並置重點除認知土地使用與分區管制外，尚包括經濟發展與環境政策規劃、公私合夥架構(衡量都市公私部門介面Measuring the urban private-public interface)、社區總體營造、制度改革、都市（建築景觀）設計、公共藝術、都市更新、都市行銷以及利害關係人參與。
（三）尤其對先進國家自1995年網際網路正式問世以還，逐漸較少關注實體空間，而展望運用具有劃時代作為探索新世界之模擬與規劃的網際網路地理──網際空間（Cyberspace）所發展的都市規劃新典範與新途徑日廣，諸如3DVR與Internet GIS整合、以及E化延伸型政府模型(E-Extended Government Model)等。
（四）其次期盼讓學生透過如何運用到地方政府都市規劃實務及動態性的批判性思考過程（Process of Critical Thinking）理念與可行性分析研究之道的心智演練，激勵發揮潛能之主動學習（Active Learning）與親自動手分析 (Hands-on analysis)，以孕育學生能具備全球民主化、前瞻性與科際整合之問題概念化、資料搜集與分析、專案設計、口頭或圖形的談判溝通與決策策略及問題解決（Decision-making Strategies and Problem-solving）技術，做好都市與區域規劃與綜合發展計畫並付諸有效執行，俾奠定未來成為優秀的「公部門經理人才」之基礎。(1) Interdisciplinary integration of future challenges and research issues related to the sustainable development of urban and regional planning and comprehensive planning, and dynamic coordination that has experienced critical changes in rapid political, economic, social, cultural, environmental, technological and spatial structures and systemic approaches, taking into account traditional and pluralistic democratic planning paradigms and procedures as the main scope, focusing on human entities and the Internet environment, as well as maintaining and strengthening urban governance (Urban Governance) or metropolitan governance (Metropolitan) Governance), hoping to advocate urban governance in the 21st century: democratic values, human rights and equal opportunities, pursue social fairness and justice, and realize the dream of high quality for the people.
(2) To enable students to face the current globalization and new economic paradigm, resulting in increasingly fierce international competition, increasingly complex changes in the scientific and technological resource environment, and the impact and challenges of democratic globalization, how to quickly and effectively apply mental exercises and learning to local government urban planning practices ; In addition to understanding land use and zoning control, the juxtaposed focus also includes economic development and environmental policy planning, public-private partnership structure (Measuring the urban private-public sector interface) interface), overall community construction, institutional reform, urban (architectural landscape) design, public art, urban renewal, urban marketing and stakeholder participation.
(3) Especially for advanced countries, since the official advent of the Internet in 1995, they have gradually paid less attention to physical space, and are looking forward to using Internet geography as an epoch-making simulation and planning for exploring the new world - Cyberspace. New paradigms and new approaches to urban planning have been developed, such as the integration of 3DVR and Internet GIS, and the E-Extended Government Model.
(4) Secondly, it is hoped that students will be encouraged to realize their potential through mental exercises on how to apply local government urban planning practices and the dynamic process of critical thinking (Process of Critical Thinking) concepts and feasibility analysis research methods ( Active Learning) and hands-on analysis (Hands-on Analysis), in order to cultivate students with global democratization, forward-looking and interdisciplinary integration of problem conceptualization, data collection and analysis, project design, oral or graphic negotiation communication and decision-making strategies and problem-solving (Decision-making Strategies and Problem- Solving) technology, do a good job in urban and regional planning and comprehensive development plans and implement them effectively, so as to lay the foundation for becoming excellent "public sector managers" in the future.
