本課程由世界貿易組織(WTO)主導的自由貿易政策在全球化時代下的發展為主軸，探討這些政策對國際社會，特別是經濟強國與弱國之間的關係，以及對台灣等的政治、經濟、貿易、民生、文化、環保、食安等衝擊與影響。課程名稱定為「WTO與全球化議題」有兩個層面的意涵，WTO凸顯的是1950年代迄今的國際主流自由貿易思維，以及在這個趨勢下的區域性經濟整合，故這個部份的重點多為經貿、政治與法律性議題，這其中也包括對於台灣處境的分析。而全球化議題則試圖從文化、環境、安全等偏向人文與人本的議題，對自由貿易的主流價值進行反思。課程設計上，由WTO之全球性貿易自由政策的縱軸出發，並經由逆向思考的方式引導與啟發，使學生逐步瞭解與掌握隱含在國際優勢國家之商業利益下之社會意義與時代意涵，繼而具體化成對於本土文化與社會人文議題的關懷；並使學生在無形間成熟其閱讀、觀察、反省、分析等思考能力。
透過WTO、全球化、區域性整合、台灣議題、文化省思等議題的介紹與討論，本課程預期的目標有三，第一為培養同學的當代國際觀，讓同學對WTO與全球化等對國際社會與台灣的意義有相當的瞭解；第二為透過具體議題，培養逆向觀察與深刻思考的能力；第三是在地思維與多元關懷，特別是對於台灣政經難題與國際社會的弱勢族群在全球化時代的困境。This course is dominated by the development of free trade policies in the era of globalization led by the World Trade Organization (WTO), and explores the relationship between these policies on international society, especially between economic and weak countries, as well as politics against Taiwan, etc. Economy, trade, people's livelihood, culture, environmental protection, food safety and other impacts.
