教育目標 Course Target

課程目標: 由於金融專業進入門檻極高,但是影響卻無所不在無所。希冀藉由東亞各國經濟發展的面向理解其社會的變貌。將以資本主義的核心-金融為切入重點之一項﹐經由金融(資源的導入)﹐分析產業建立、國家發展、財富積累的脈絡;展現其當代社會的建構過程與內涵,分析何以金融成為當代資本主義社會資源分配之至高點。且伴隨著全球化的變遷,對政治、經濟、社會造成全面、穿透性的影響與衝擊。 本課程第一部為東亞經濟社會總論: 1.東亞經濟取得的成就 2.東亞經濟成功的解釋 3.發展型國家的特徵 第二部分:就東北亞個別國經濟成就深入理解 1.日本與小虎-日本由戰敗國、至日本第一、因日幣急速升值而產生二十年停滯,到安倍三支箭﹙貨幣財政量化寬鬆政策﹚的發展經驗。 2.漢江奇蹟-1950年韓國從韓戰、戰後重建、工業化、躋身OECD、亞洲金融風暴遭IMF接管、重新站起,其三星、LG成為與IPHONE競爭的東亞奇蹟。 3.大國崛起-中國由鎖國經濟到美國最大債權國、外匯存底4兆的發展經驗﹐以及人民幣國際化的歷程 第三部份:香港、台灣、新加坡 1. 香港﹐鴉片戰爭割讓百年﹐如何成為中國對外的窗口﹐以及第三大金融中心 2. 華人經濟社會典範-新加坡SMALL BUT SUPPER 3. 1945年台灣光復至1949年台灣之政經情勢﹐台灣人均所得從154美元到7300美元(1950~1989年)小龍之首、經濟奇蹟;2000年後迄今﹐為小龍之末。經濟政治的變遷與探索。 其中台灣部份﹐將以四~五週為重點﹐要點如下: 1.以1950年韓戰爆發美國經援台灣至1958年外匯改革﹐與台灣金融市場的萌芽。 2.1960年為因應美援停止所採取的19點財經改革方案﹐以租稅減免獎勵投資、發展出口導向的經濟,中央銀在台復業的法治化。 3.中央銀行貨幣政策建立貨幣政策建立初始-如何在國民所得只有172美元的困窘情形下﹐藉由鼓勵儲蓄、累積可貸資金以取代美援成為經濟投資的動能。此期間以郵政儲金為典型。 4.1970-80年建立貨幣市場、外匯市場、利率、匯率自由化﹐說明貨幣政策與經濟發展的關連性﹐以及如何成功的渡過兩次國際能源危機。 藉由台灣金融社會發展的經驗﹐讓學生明瞭金融如何成為經濟發展中國家的重要手段與發動器。Course objectives: Because the entry barrier for the financial profession is extremely high, the impact is ubiquitous. We hope to understand the social changes in East Asian countries through the aspects of their economic development. Taking finance, the core of capitalism, as one of the key points, through finance (the introduction of resources), it will analyze the context of industrial establishment, national development, and wealth accumulation; show its construction process and connotation of contemporary society, and analyze why finance has become a contemporary The highest point of resource distribution in capitalist society. And with the changes of globalization, it has had a comprehensive and penetrating influence and impact on politics, economy, and society. The first part of this course is a general introduction to the economics and society of East Asia: 1. Achievements of East Asian economies 2. Explanations for East Asia’s economic success 3. Characteristics of a developmental country Part 2: In-depth understanding of the economic achievements of individual countries in Northeast Asia 1. Japan and the Little Tiger - Japan's development experience from a defeated country, to Japan's number one, to two decades of stagnation due to the rapid appreciation of the Japanese currency, to Abe's three arrows (monetary and fiscal quantitative easing policy). 2. The Miracle on the Han River - In 1950, South Korea stood up again from the Korean War, post-war reconstruction, industrialization, entry into the OECD, the Asian financial crisis and the takeover by the IMF. Its Samsung and LG became the miracles of East Asia competing with the iPhone. 3. The rise of a great power - China’s development experience from a closed economy to the largest creditor country to the United States, with a foreign exchange reserve of 4 trillion, and the process of RMB internationalization Part 3: Hong Kong, Taiwan, Singapore 1. Hong Kong, a century after the Opium War, how it became China’s window to the outside world and the third largest financial center 2. Chinese economic and social model-Singapore SMALL BUT SUPPER 3. Taiwan’s political and economic situation from 1945 when Taiwan was restored to 1949, Taiwan’s per capita income increased from US$154 to US$7,300 (1950~1989), the first of the Little Dragons and an economic miracle; after 2000 to the present, it is the end of the Little Dragons. Economic and political changes and exploration. The Taiwan part will focus on four to five weeks. The key points are as follows: 1. From the outbreak of the Korean War in 1950, the United States provided financial aid to Taiwan to the foreign exchange reform in 1958, and the emergence of Taiwan's financial market. 2. The 19-point financial reform plan adopted in 1960 in response to the cessation of US aid, using tax reductions and exemptions to reward investment, develop an export-oriented economy, and legalize the central bank's resumption of business in Taiwan. 3. The establishment of central bank monetary policy. The initial establishment of monetary policy - how to replace US aid as the driving force for economic investment by encouraging savings and accumulating loanable funds under the difficult situation of national income of only US$172. Postal savings were typical during this period. 4. From 1970 to 1980, the establishment of currency market, foreign exchange market, interest rate, and exchange rate liberalization explained the correlation between monetary policy and economic development, and how to successfully survive two international energy crises. Through the experience of Taiwan's financial and social development, students will understand how finance has become an important means and driver for economically developing countries.
