政黨政治（party politics）和選舉分別為現代政治體系運作中，兩個極為核心的概念。兩者之間不僅相互影響，並且也都成為影響政治系統運作的重要變數。當代民主政治的運作，政黨與選舉更是直接影響民主穩定與存續的關鍵。是以，瞭解政黨政治和選舉的內涵，也成為瞭解民主政治內涵的必要條件。本課程分為兩個部分進行。第一個部分以政黨政治為主軸，包括政黨的緣起、組織、各類型政黨的比較、政黨體系比較、當代政黨體系的變遷、政黨在政治體系中的功能、黨內民主與提名、乃至於組織政府等等。第二部分以選舉為主軸，包括選舉在民主政治中的功能、比較選舉制度、選舉制度與政黨體系的互動、選舉與投票行為等等。Party politics and choice in the operation of modern political systems are two extremely core concepts.
