本課程將針對公共行政理論相關的哲學議題作一深入探索，在課堂中，除了涵蓋公共行政學所慣用的主要概念、所追求的主要價值、及受到討論的議題外，也將介紹公共行政學科中重要的學者與思想家。同時，本課程嘗試提供一個理論的架構以幫助行政管理者來理解及分析行政實務的問題，並介紹一個多元典範的思維觀點來加深吾人對行政管理理論的建構及創新能力。
　　本課程將針對下列題目為初學者提供基本的知識，以利其了解問題所在：政治及社會系絡、公共行政歷史、民營化、問題解決、公共政策、公共組織及其程序、及公務員之倫理面向，…等。雖然政府現正因遭到一些無法輕易解決的問題所挑戰，而倍受人民的責難，但本課程中，仍將強調政府如能扮演一個有創造力及建設性的角色，則能解決今日社會中所發生的問題。

This course will provide an in-depth exploration of philosophical issues related to public administration theory. In addition to covering the main concepts commonly used in public administration, the main values ​​pursued, and discussed issues, important scholars and thinkers in the public administration discipline will also be introduced. At the same time, this course attempts to provide a theoretical framework to help administrative managers understand and analyze administrative practice issues, and introduces a multi-paradigm thinking perspective to deepen our ability to construct and innovate administrative management theories.
This course will provide beginners with basic knowledge on the following topics to help them understand the issues: political and social networks, history of public administration, privatization, problem solving, public policy, public organizations and their procedures, and the ethical aspects of civil servants, etc. Although the government is being challenged by some problems that cannot be easily solved and is criticized by the people, this course will still emphasize that if the government can play a creative and constructive role, it can solve the problems occurring in today's society.
